This position is located in the Workforce & Inclusion Directorate, National Park Service (NPS). In partnership with the Associate Director, shares responsibility for managing the full range of the Workforce & Inclusion Directorate and its functional responsibilities in human capital management and human resources. Strategic opportunities to positively impact the NPS include: addressing and preventing harassing conduct in the NPS Workplace; ensuring the success of the NPS supervisory support initiative as a leadership priority; and transforming NPS HR into a high performing function that fully achieves both mission effectiveness and regulatory compliance.
Salary Information
GS-15: $134,789-$164,200 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.

The National Park Service (NPS) has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

At the full performance level (GS-15) the major duties of this position include, but are not limited to the following:
1. Serving as the lead senior management official directing W&I operational areas to include, but not limited to, HR operations (staffing and classification), policy, learning and development, diversity and inclusion, benefits, employee relations, and other defined functions.
2. Ensuring the operational principles, values, processes, policies and systems are consistently followed to ensure Department, NPS, and W&I mission success in accordance with federal law, rule, and regulation.
3. Ensuring that partnerships with, and service to, customers effectively meet staffing and employment needs in compliance with law, rule and regulation. This applies to all areas of human resources management functions and systems, including but not limited to recruitment, development, promotion, recognition, and other career development and employment lifecycle activities.
4. Serving as the direct supervisor to the Chief of each assigned W&I functional operational group. For subordinates and their staff: plans, assigns, prioritizes and review work; evaluates performance; selects or participates in the selection of candidates for positions; approves personnel actions; effects disciplinary actions; provides training and development; regularly guides, mentors, and coaches to support desired outcomes; and promotes diversity in the workforce.
5. Responsible for the safety and well-being of assigned employees in compliance with the NPS’s safety program and anti-harassment policy and for ensuring equal opportunity and non-discriminatory practices for all employees supervised.
6. Representing and leading W&I in key stakeholder initiatives to include, but not limited to, the Department, the US Office of Personnel Management (OPM), the Office of Management and Budget (OMB), the Government Accountability Office (GAO), the Equal Employment Opportunity Commission (EEOC), private sector organizations, and others as they arise.
7. Manage assigned programs and initiatives of the Office of Workforce and Inclusion on behalf of the Associate Director, with full authority of the Associate Director for decisions made.
8. Ensuring timely and complete communications to the AD as well as within and across the Directorate NPS, the Department, and with internal/external stakeholders with respect to W&I operational areas. Communicates effectively by providing timely and accurate reporting to the W&I Associate Director on the status, actions, milestones, recommendations and decisions associated with W&I operations, key performance metrics, staffing requirements, special projects, etc.

To qualify for this position you must meet the Specialized Experience defined below.
Specialized Experience
To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to the GS-14 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: (1) serving as the lead or senior management official where you have directed Workforce operations; (2) analyzing policy and issues related to HR and workforce management that effect the key agency programs; (3) directing administrative programs which involves the development of an organization, administrative policies, and operations; (4) oversight for planning, monitoring, and allocation of organizational resources for respective program operations; (5) developing and instituting managerial approaches and processes for effectively managing an organizations financial, human, and material resources; and (6) providing advice to senior-level management on major agency projects and initiatives.
