The primary purpose of this position is to perform the work of a Gardener (Motor Vehicle Operator) planting/transplanting specific flowers, shrubs and grass according to instructions. landscaping assigned areas by spreading topsoil, fertilizing, liming, seeding, planting, laying sod and watering; performing grounds maintenance work, such as mowing, weeding, watering, pruning, and trimming according to
instructions; using and maintaining a variety of hand and power operated garden tools and equipment, such as seeders, spreaders, edgers, hedge trimmers, pruning shears, sprayers, spades, hoes, rakes, and mowers; driving one or more types of light trucks that typically have a gross vehicle weight (GVW) of up to 10,000 pounds, such as pickup trucks, panel trucks, flatbed trucks, carryalls, and sedans to transport materials and equipment; utilizing safety practices and procedures following established safety rules and regulations and maintaining a safe and clean work environment.

QualificationsQUALIFICATION: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5000. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
The screen out element for this position is to perform the work of a Gardener (Motor Vehicle Operator) performing grounds maintenance work such as planting, pruning and trimming flowers, shrubs, and grass; using hand and power operated gardening tools; as well as operating one or more types of vehicles such as pickup trucks, panel trucks, flat bed trucks up to 10,000 pounds without more than normal supervision.
JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of seasonal gardening tasks such as fertilizing, preparing seedbeds, transplanting, laying sod, aerating,
pruning, trimming, and applying chemicals to plants; grounds maintenance, such as mowing grass and trimming trees and
shrubs; and how to apply fertilizer evenly to avoid underfeeding or burning of plants.
2. Knowledge of safety practices and procedures; and traffic and safety regulations, practices, and procedures pertaining to
motor vehicle operation.
3. Knowledge of cargo handling and hauling and techniques for safeguarding and protecting cargo.
4. Skill in operating one or more gasoline, diesel, or electric powered wheeled vehicles with a GVW of up to 10,000
pounds such as pickup trucks, panel trucks, flatbed trucks, carryalls, sedans, crew cab pickup trucks, jeeps, and station
wagons; and using and maintaining hand and power tools such as seeders, spreaders, edgers, hedge trimmers, pruning
shears, sprayers, spades, hoes, rakes, and mowers.
5. Ability to recognize obvious plant diseases, plant insects, and unusual or poor plant growth.
6. Ability to follow instructions, work orders, and specifications related to gardening, motor vehicle operation, and
performing preventive maintenance.
- May be required to train/guide other employees.
- Employee will be required to support Base Readiness and Emergency Operations Exercises and Real World Threats and Events.
- Employee will be required to support Special Events (i.e. Annual Air Show, Base Exercises) not necessarily performing in their primary skill code.
- Employee will be required to be part of the Civil Engineering Snow Removal Team not necessarily performing in their primary skill code. Employee would be trained on safe snow shoveling and snow removal practice and would receive appropriate safety equipment.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Physical Effort: Work requires frequent walking, standing, pushing of carts and wheelbarrows, bending, and stooping. The gardener
occasionally climbs ladders to prune or trim vegetation and frequently lifts heavy objects, such as bags of fertilizer and grass seed. Motor vehicle operators reach, bend, turn, or move hands, arms, feet, and legs to operate hand and foot controls. Operators exert moderate physical effort in the frequent handling of objects weighing up to 40 pounds, and the occasional handling of heavier objects while loading cargo with the assistance of other workers or weight handling equipment.
Working Conditions: Work is done outside or in a greenhouse. In working outside, the gardener is subject to discomfort from long periods in the hot sun, and sometimes to chilly or rainy weather. Exposed to dirt, dust, mud, and sometimes to chemical sprays and dusts; may wear protective clothing, such as gloves, safety shoes, and boots. There is a chance of minor injuries, such as bruises,
cuts, and scrapes and occasional possibility of broken bones from falls. Motor vehicle operators work mostly outside and operate vehicles in all kinds of weather in a controlled traffic environment throughout a government installation. Exposed to dirt and fumes and to the possibility of cuts, bruises, and broken bones as a result of accidents while driving or from falling objects when loading and unloading the vehicle.
