The Human Resources Specialist (Recruitment/Placement) position is located in the Human Resources Management Service at the Phoenix VA Health Care System. The incumbent of this position is responsible for providing a full range of internal/external placement and recruitment duties, providing advisory services on difficult HR issues, mentoring others, assuring that work assignments are completed, conducting, planning, or evaluating HR programs to assess if they meet program goals and objectives. Thus, the major duties of this position include, but are not limited to:
-Reviews and interprets draft regulations, standards or other guides for impact on the recruitment program for the facility.
-Provides managers and employees with information and interpretations of the organization's HR policies, procedures, and guidelines.
-Oversees the day-to-day operations, distribution and balance of workload for subordinates.
-Ensures assigned employee recruitment and placement programs meet requirements outlined in agency guidelines, and/or federal statutes.
-Reviews new or proposed HR policies, procedures, and guidelines and makes recommendations to management on the need for changes in existing policies.
-Creates and posts job announcements.
-Determines eligibility and qualifications on applicants.
-Issues referral list/certificates.
-Contacts applicants and makes tentative and firm job offers for employment.
-Provides professional Title 38 and Title 5 advice and guidance to managers and hiring officials.
-Provides technical advice to Title 38 and Hybrid Title 38 Professional Standards Boards (PSB).
Work Schedule: Monday - Friday (8:00 a.m. to 4:30 p.m.) Alternate tours are available to meet organizational needs.

This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
