MINNESOTA NATIONAL GUARD:
This position is located in the Command Group of the Joint Force Headquarters within the state. As a member of the Joint Force Headquarters command staff, the incumbent serves as the senior warrant officer technician in the state managing the military aspects of all full time and traditional National Guard warrant officers. Personnel covered by the program include warrant personnel at all ranks within the state Army National Guard. As the Warrant Officer (WO) Program Manager for the state, the incumbent serves as the primary advisor and spokesperson regarding issues related to the analysis and enforcement of established policies and standards for all warrant officers. Program areas managed include military issues related to readiness, as well as the performance, care, conduct, appearance, effective personnel utilization, management, education and training of all warrant officer guard members within the state. The incumbent is also responsible for ensuring subordinate Warrant Officers comply with the state's warrant officer program goals and objectives. Regularly interacts with senior warrant advisors and commissioned officers of other Department of Defense (DoD) components. Participates in a variety of DoD, Federal, and State level advisory councils.

A JOINT FORCE SENIOR WARRANT OFFICER ADVISOR, GS-0301-12, Serves as a personal assistant to the Adjutant General and is on his personal staff in the Joint Force Headquarters. Serves on the Joint Executive Council (JES) as the Senior Warrant Officer, representing all state Warrant Officers. Advises the Joint Executive Council on matters affecting the Senior Leadership on Warrant Officer issues. Represents state Warrant Officers at state congressional and legislative meetings along with other JES members. Assists in development and administration of state rules and procedures that are adapted from policies prescribed by the National Guard Bureau and Department of Army, as they pertain to Warrant Officers. Establishes and maintains liaison with the NGB Command Chief Warrant Officer (CCWO), Senior Warrant Officer from the USAR, Navy, Coast Guard and Marines in the state. Responsible for the Warrant Officer management of all warrant officers throughout a state encompassing a large geographical area, engaged in a variety of jobs under different Military Occupational Specialties (MOS). Responsibilities includes providing recruitment, retention and placement for WO, position management of WO, WO relations, equal opportunity for all WO and administrative functions for WO assigned to the state. Manages, studies, analyzes and oversees the administration, coordination, planning, development, and execution of all National Guard (NG) warrant officer programs with particular emphasis on readiness, morale, welfare, discipline, performance, training, awards and recognition, recruiting, equal opportunity, promotion, assignment and reassignment, administration and utilization, as they affect the service contributions of NG warrant officer personnel to the accomplishment of the state's missions. Area 3: All Minnesota National Guard members currently assigned to the MNANG or to the MNARNG applying for a position within the component in which they are currently assigned. i.e. temporary technician or Traditional Guardsman.
