The Senior Executive Service (SES) covers managerial positions above GS-15 in the Federal Service. Persons appointed to the SES are eligible for health benefits, life insurance, social security, Federal retirement and thrift savings plan coverage, and participate in the Federal leave system. Career appointees are eligible for bonuses based on performance in addition to base pay. Competitive status is not required, veterans preference does not apply and there are no grade restrictions. New appointees to the SES are required to serve a one-year probationary period.
Final selection of career appointees requires the approval of the U.S. Office of Personnel Management (OPM). The incumbent serves as Division Director, Division of Acquisition and Cooperative Support (DACS) and in this capacity is responsible for the overall management of the Foundation's award functions as they relate to acquisition and complex assistance agreements supporting major facilities, including the business, financial, policy, administration, regulatory, management and other non-scientific and technical aspects of contracts and cooperative agreements.
The Division Director, DACS represents the NSF in external meetings, interagency committees and conferences on contracts and cooperative agreements and other acquisition related matters. The incumbent deals directly with key executives in Office of Management and Budget (OMB), General Services Administration (GSA) and other agencies on policies related to federal acquisition and serves as the agency's senior Procurement Executive under Executive Order 12352 including representing the agency on the Chief Acquisition Officers’ Council.
The Division Director, DACS manages a staff of approximately 34 professional and support personnel in contract specialist and grant and agreement specialist functions. The incumbent reports to the Office Head, Office of Budget, Finance, and Award Management (BFA) who is the agency's Chief Financial Officer (CFO).

Mandatory
1. Advanced degree or equivalent professional experience or a combination of education and experience in business, public administration, law or other field relevant to grant and contract award and administration.
2. Substantial knowledge and skill involving understanding and implementing policies, regulations, and procedures, related to federal procurement and financial assistance awards.
3. Demonstrated ability in relating to and interfacing with senior-level executive, technical, and business staff engaged in supporting agency award actions, as well as Office of Inspector General staff, auditors and investigators.
4. Knowledge of a wide variety of policy and budgetary issues affecting the vitality of the scientific/engineering enterprise and the funding of research.
