The position description is for the MNNG U.S. Property and Fiscal Office (USPFO) Automated Data Processing Section. The purpose of the position is to serve as the primary interface between the incumbent's assigned organization and all information systems customers associated with the sections mission. Responsible for management of the organization's customer support help desk and maintenance of the workload accounting database using help desk software.

A IT Specialist (CUSTSPT), GS-2210-11, Serves as a technical expert on all supported automated systems utilized throughout the State. Provides solutions to customer requests for assistance in resolving hardware and software problems. Develops and maintains the customer service database for all service requests. Determines if equipment is covered by warranty or maintenance contract and processes accordingly. Uses a process for quickly assessing and determining the actual problems and either solves or assigns unresolved requests to appropriate specific functional area. Follows-up with the functional area to ensure problems are resolved and requests are completed. Performs intensive collection and analysis of data from the customer service database to create trend reports, performance reports, and future requirements for all areas of information management. Provides database maintenance on the customer support database. Researches trends and patterns to implement new or improved communication methods and procedures. Incumbent uses judgment in relating trends in workload, equipment performance, other activity's experience with comparable proposals to determine the worth of a proposed change in the State's networking, automation, telecommunication, visual information or information services normal working environment. Conducts site surveys for information systems designed to verify adequacy of network operations and ensure customer needs are met. Consults with users and managers to determine specific locations and requirements for the particular system installation. Identifies requirements for and coordinates necessary improvements. Develops bill of materials to support equipment installation. Installs and maintains hardware devices supporting a broad range of information systems employing multiple networks and local operating systems and highly sophisticated client server software. Uses detailed reference material, sophisticated diagnostic equipment and complex diagnostic software to identify and resolve internal system and network conflicts. Removes and replaces defective hardware components; installs network/peripheral device interface cards.
CONDITIONS OF EMPLOYMENT
EDUCATION: To qualify for GS 11 using only education a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree. If using education to support your qualifications a transcript must be provided to support your educational claims.
You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.

Area 2: Current On-board Excepted Title 32 Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those Minnesota National Guard employees who are in permanent technician status as result of being competitively hired within the Minnesota National Guard agency.
Area 3: Current On-board Title 5 Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) from another Federal Agency nationwide who are in permanent technician status as result of being competitively hired within that agency. I.e. Title 5 employed outside of the MNNG.
Area 4: All federal re-employable eligible technicians. (used as a way to attract federal experience without considering all U.S. Citizens - can reach retirees)
Area 5: U.S. Citizens (to include current ARNG and ANG members.)
