You will serve as a Railroad System Oversight Manager (RSOM) for the Office of Safety, Federal Railroad Administration(FRA). In this capacity, you will serve as a management representative, on behalf of FRA, for a variety of safety venues which impact the rail safety mission of the agency. You may be required to assume the technical management and direction of large scale safety operations within any of the FRA field authorities in order to quickly and effectively bring a situation to successful closure. Also, you will be the delegated authority and responsible, as appropriate, for providing direction and management of the various aspects of an assessment of a Class 1 carrier in accordance with the policy and directives of the Railroad System Oversight Process(RSOP), e.g., planning, organizing, staffing, coordinating, communicating, analyzing, monitoring the RSOP.
This ideal candidate has effective leadership skills, and experience in any facet of railroading, such as operations, mechanical or engineering, who possesses skills in dispute resolution, facilitation and has knowledge of issues affecting railroad safety to develop, direct and manage various aspects of a safety assessment of a Class 1 carrier and is proficient in identifying trends can perform analytical studies and make recommendation to improve safety, and likes to travel.
There is only one (1) position, which can be filled at either the GS-13 or GS-14.
The position can be filled in any advertised duty location if filled at the GS-14. At the GS-14, this position will be a full-time telework position and the selectees must reside (or be willing to move at his/her own expense) within the geographic area(s) of the advertised duty location(s). The duty location for a full-time teleworker is usually the residence or other approved telework site. The actual duty location is subject to approval by the Staff Director RSOM. Salary will be adjusted based on the duty location.
If position is filled at the GS-13 grade level the selectee MUST reside in the Atlanta, GA area and work out of the Region 3 office in Atlanta, GA.
Telework will be ad-hoc until promotion to the GS-14 at which time the position becomes full-time telework eligible. Upon promotion, the selectee can elect to stay in the Atlanta, GA area or relocate to the Jacksonville, FL area at their own expense.
