Collects and analyzes data, conducts research, identifies problems and recommends solutions in support of the most complex business operations. Coordinates staff assignments across the organization and works effectively with the team to meet deadlines. Performs ad hoc administrative duties and projects, prepares administrative reports (agendas and minutes), coordinates meetings, workgroup sessions, and training as appropriate, and performs a variety of special assignments. Independently develops written materials, and resolves complex program issues and activities. Utilizes planning tools to track the organizational status for timely reporting of action items. Works with analysts across the organization and in other FAA lines of business to develop, coordinate, monitor, and report on corporate activities. Drafts messages and tracks, coordinates and prepares correspondence as required and use diplomacy in coordinating with internal and external customers in response to inquiries.
Researches, prepares, and may present reports and briefing materials for senior-level meetings on assigned programs.
Serves as the ARP primary point of contact and attends meetings representing the organization on current or new Agency initiatives such as Workforce Engagement, Leadership Development, Promoting Diversity and Inclusion, Succession Planning, VSIP/VERA, Furlough, and other similar programs. Gather ARP’s perspective from senior managers. Informs leaders about all aspects of these functions and develops a plan to keep all senior leaders informed. Tracks all action items and seeks input from senior leaders. Carries out all action items that do not require prior approval. Reports outcomes and the impact to the organization.
Coordinates position management with headquarters managers to evaluate and align staff for ARP headquarters program offices, to include working with automated tools. Assists managers with establishing duties and responsibilities of technical and professional positions in accordance with HR policy and guidance. Creates Job Analysis Tools and captures technical competencies in collaboration with management and the servicing HR office. Works with management to identify to HR, positions eligible for targeted recruitment to increase hiring for persons with targeted disabilities, under represented populations, and developmental positions to establish meaningful succession planning.
Manages the full scope of ARP’s responsibilities in regards to the following functions in consonance with HR policy division: time and attendance (T&A), labor distribution reporting (LDR), Alternate Work Schedules (AWS), Telework, Permanent Change of Station (PCS) moves, performance management, travel, awards and recognition. Develops ARP specific correspondence, presentations, and standard operating procedures.
Manages, facilitates ARP’s headquarters job applicant interview process to include constructing interview packages, scheduling interviews, responding to applicant requests and inquiries, as well as briefing panel members on the interview process.
Manages the ARP orientation process of new employees. Assist employees with questions and matters relative to time and attendance issues as well as use of the Consolidated Automated System for Time and Labor Entry (CASTLE) system.
Runs reports and performs analysis in CASTLE, DATAMART and the Federal Personnel Payroll System (FPPS). Coordinate the Department of Transportation, FAA, ARP specific awards and recognition and special emphasis programs for the ARP organization.
To qualify for this position at the FV-I level, you must demonstrate in your application that you possess at least one year (52 weeks)of SPECIALIZED EXPERIENCE equivalent to FV-H/GS-12 in the Federal Service.
