The Senior Executive Service (SES) is a corps of executives selected for their superior leadership qualifications. Members of the SES serve in key positions just below the top Presidential appointees, and are the major link between these appointees and the rest of the federal workforce. Candidates for SES positions must possess both technical qualifications (subject matter expertise) and executive qualifications (leadership and managerial experience). By definition, SES positions are managerial, supervisory, and policy positions classified above the GS15 grade level.

Associate Administrator for the Office of Planning and Environment
This executive position carries out the direction of the FTA Administrator and reports directly to the FTA Executive Director, overseeing the management and administration of the Office of Planning and Environment with a focus on customer-responsiveness and organizational results. The Associate Administrator should have a proven ability to recruit and develop talented staff and effectively manage productive, high-achieving teams. The individual’s reputation and achievements as a proven leader will ensure immediate credibility within the FTA, the Administration, and the industry.
The Associate Administrator exercises executive direction over activities in the Office to effectively promote, implement, and administer FTA programs stemming from Federal public transportation law (49 U.S.C. § 5301 et seq.) as amended by the Fixing America’s Surface Transportation Act (P.L. 114-94), the National Environmental Policy Act and related laws, and the Clean Air Act. Additionally, as a member of the Agency’s Executive Management Team, the Associate Administrator serves as a principal advisor to the FTA Administrator and Deputy Administrator regarding the agency’s strategic direction and Biennial Performance Plan, and is responsible for the accomplishment of key agency deliverables.
This position exerts major influence over programs and initiatives that align with the DOT Strategic Plan (2018-2022) and which have high visibility given office’s role in the planning and development of transit projects associated with 3,000 transit providers serving every county nationwide.
