    About the Position: Serves as Information Technology (IT) Program Manager (PgM) responsible for managing the operations and
    maintenance (O&M), architectural compliance, and planning and/or overseeing the implementation of long range development and/or
    architecture redesign projects for assigned enterprise level Automated Information Systems (AISs) for the U.S. Army Corps of Engineers (USACE),
    ACE-IT organization.

    This position requires Acquisition Certification.

    This is a Critical Acquisition Position. Unless specifically waived by the appropriate Army official, (i.e., the Director of Acquisition Career
    Management, the Army Acquisition Executive, or the Secretary of the Army) or if the employee is Grandfathered under 10 U.S.C. 1736(c)(1), the
    following are statutorily mandated requirements (Reference: 10 U.S.C. 1732 and 1737):
    - Selectee must be an Acquisition Corps (AC) member at the time of permanent selection for the position or have been granted a waiver.
    - Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years.
    In signing such agreement, the employee does not forfeit any employment rights, nor does such an agreement alter any other terms or
    conditions of employment.

    This critical acquisition position requires level SENIOR LEVEL III certification in the acquisition career field of INFORMATION TECHNOLOGY.

    Responsibilities

    • Negotiate Memorandums of Understanding/Agreement (MOUs/MOAs) with USACE stakeholders and/or customers in order to define and document system interconnectivity and related dependencies.
    • Review, analyze and evaluate system development (e.g. replacement of hardware/software and/or development of new AISs based on emerging requirements, etc.), progress and performance of AISs contract staff.
    • Establish and chair an internal Configuration Control Board (CCB) (determines members based on customer, program alignment and priorities).
    • Monitor the burn rate of the contract eliminating non-value added work and associated expenses, and ensures that the AISs IT obligations do not exceed approval authorities.
    • Ensure AIS development meets, maintains and/or exceeds all DoD compliance directives in order to meet system Authority to Operate (ATO) requirements.
