As the Deputy Chief Park Ranger at Death Valley National Park, you will participate as a professional managerial team member responsible for the overall management and leadership for the park's Law Enforcement & Emergency Services Operations, serve as Acting Chief Park Ranger, as needed, and may also chair committees dealing with park wide issues; responsible criminal investigations, prosecutions, records management, law enforcement training and certification both short term and long range planning, budget development and execution, quality assurance, training of field personnel and; serve as primary liaison with all federal enforcement agencies and with offices of the U.S. Attorney, U.S. Magistrate Court; prepares and responds to motions, evidentiary hearings, initial appearances, plea negotiations with defense attorneys and defendants, and presents trials for misdemeanor offenses; responsible for training and certification in law enforcement and emergency services operations, establishes both short term and long range goals to meet park-wide operational needs for law enforcement and emergency response; and is responsible for insuring fair and unprejudiced employment practices in the recruitment and selection of candidates for appointment as well as equal opportunity in the selection of employees for training, promotions, awards/recognition, and other career developmental opportunities.
SUPERVISION: Supervises daily operations of complex law enforcement and emergency services activities through one (1), GS-11, Supervisory Park Ranger (Operations) and one (1), GS-11, Supervisory Park Ranger (Emergency Services); and indirectly supervises seven (7), GL-09 Park Rangers, one (1) GS-05 Health Technician and temporary GS-05 & GS-07 Park Ranger (Protection) during the busiest time of the year (October through April).
Law Enforcement Commission: This position requires applicants to possess, previously held (within the past three years), or be able to possess 06/14/2018 a valid Type II (seasonal) or higher level National Park Service (NPS) Law Enforcement Commission (or equivalent), which require completing training from an accredited institution, which currently consists of over 650 class hours and lasts on average 17 weeks. PHYSICAL DEMANDS/WORK ENVIRONMENT: You must maintain good physical condition and be able to pass/participate the Physical Fitness Battery as required by RM-9. Work demands range from moderate periods of office work (walking, standing, sitting, lifting) to strenuous periods of extreme physical and mental activity. You may be required to respond to a multitude of emergency situations. EMS, search and rescue, and structural and wildland fire activities involve walking long distances over rough terrain, carrying heavy loads, using technical rescue equipment. Going without sleep for long periods of time is a common occurrence. Work is performed in an office setting, classroom, in the field, on trails, and in remote backcountry settings. You may be required to work weekends, holidays during various times of the year.
This is a secondary-administrative law enforcement position under the special retirement provisions of 5 U.S. C. 8336 (c) (CSRS) and 5 U. S. C. 8412 (d) (FERS). PLEASE NOTE: Applicants may meet qualification requirements, but may not be eligible for special retirement coverage. If such an applicant is selected, they will be placed in the regular retirement system. To be eligible for Secondary retirement coverage under CSRS, an employee must transfer directly (without a break in service exceeding 3 days) from a primary position to a secondary position. To be eligible for Secondary retirement coverage under FERS, an employee must: 1) transfer directly (without a break in service exceeding 3 days) from a primary position to a secondary position, AND 2) complete 3 years of service in a primary rigorous position including any such service during which no FERS deductions were withheld, AND 3) must be continuously employed in a secondary position(s) since moving from a primary rigorous position, except for any break in employment from a secondary position that began with involuntary separation (not for cause).
