The incumbent will serve as an authority and senior advisor in human capital program development, management, implementation and evaluation activities. Specific duties include the following:
* Lead NSF’s employee engagement programs including the development and implementation of NSF’s agency-wide engagement plan, gaining senior leadership sponsorship for key engagement efforts, advising business units on local engagement planning, serving as a senior advisor to management.
* Work across human resources functions to develop and implementation employee-centered human capital solutions drawing in capabilities from across HR to build employee engagement and address other strategic human capital needs of the agency.
* Identify best practices in organizational assessment and methods to support employee engagement and action planning and facilitate implementing the practices within NSF.
* Constructs, evaluates and identifies workforce indicators and core metrics.
* Conducts focus groups, interviews, strategic planning and action planning with stakeholders.
* Guides human capital program communication and change management and collaborations with consulting teams on communication and change management initiatives.
* Analyzes legislation or regulations to determine impact on NSF’s program operations and resources.
* Conducts policy reviews to evaluate effectiveness of current HC policies and practices and makes recommendations to improve and change policies.
* Provides expertise to other analysts on especially complex or broad issues/studies.
