Incumbent serves as Section Chief for Outpatient Mental Health services (Recovery Oriented Community Care) including the Behavioral Health Interdisciplinary Program (BHIP), Mental Health Intensive Case Management Program, Psychosocial Rehabilitation and Recovery Center, Post-Traumatic Stress Disorder (PTSD) Clinical Program and Neuropsychology other associated program staff assuming professional, technical and administrative responsibilities for programs extended to these areas.
The incumbent supervises a group of multidisciplinary employees performing work at various GS levels and provides professional, administrative, technical and clinical supervision necessary for services extended to the areas he/she is responsible for. Additionally, the incumbent may provide direct services to patients and various coverages as required.
Incumbent reports to the Chief of Mental Health Service. In this capacity, the supervisor participates in formulating policy as it relates to graduate education, in-service training, program development, research and policy affecting day-to-day operations of the service. As supervisor, the incumbent insures the timely performance of professional services in assigned program areas.
The supervisor has a major responsibility for implementing the mission of mental health services at the VA Loma Linda Healthcare System. Incumbent must be aware of program planning and development within the hospital and the various units. The unit programs are usually developed as part of an interdisciplinary collaborative effort including psychiatry, nursing, psychology, and medical or surgical program chiefs.

Incumbent is also responsible for evaluation of performance of staff supervised including promotion, reassignment, recognition awards and disciplinary measures as appropriate. Performs the administrative and personnel management function relative to staff supervised. Incumbent will have established guidelines and performance expectations for staff that is clearly communicated through the formal employee performance management system. Observes workers' performances; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Incumbent works to resolve informal complaints and grievances. Develops work improvement plans, recommending personnel actions, as necessary. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures, as appropriate, to the authority delegated in this area. Reviews and approves or disapproves leave requests. Incumbent assures that subordinates are trained and fully comply with the provisions of the safety regulations.
The incumbent performs a wide range of services and provides technical assistance to State, local, and private agencies, and universities. Technical assistance provided to monitor activities and program reviews, and the development and analysis of information. In addition, the incumbent uses sound judgment in the interpretation of trends and patterns; the application of guidelines; and the recommendation of program enhancements. The incumbent performs program analysis, development, review, research, design, and contact work as possible with various agencies (public, DOD, state, etc.).
Performs work related to the review, monitoring, analysis, planning and assessment of various programs. Responsible for key project activities related to the planning, development, and implementation of the project component. A substantial portion of the workload directed by this position will be carried out at one or more locations that are physically removed from the main unit under conditions that make day-to-day supervision difficult to administer.
The incumbent may also share responsibility for conducting classes, workshops, and other educational events for groups of Mental Health staff, students of various disciplines and others as indicated and/or requested by the Chief of Mental Health Service or other professional educators. Incumbent is responsible for other duties as assigned.
