ADDITIONAL INFORMATION: The Office of Strategic Operations (DCO) is NGA's strategy, performance, and risk management organization for developing agency-wide integrated solutions in these areas. The Performance Branch under the Data Analytics Division (DCOD-P) accomplishes, among other responsibilities, NGA's Performance Improvement Officer requirements in Federal law, regulations, directives, and guidance. This work involves implementing NGA Policy Directive 3400, which accomplishes Government Performance and Results Act Modernization Act (GPRAMA) requirements at NGA to institutionalize program performance improvement. The incumbent works on a team to conduct year-round Program Performance Management (PPM) activities, including designing, developing, and using performance measures; collecting and reporting measured performance results to NGA senior leaders and oversight authorities (e.g., OSD, ODNI, OMB, Congress); analyzing or synthesizing pertinent program performance information and communicating it to varied audience (e.g., NGA, DOD, IC) in a timely and appropriate manner; integrating performance information into NGA's governance activities, resource management processes, and annual budget deliverables to oversight (e.g., execution year measured results in performance summary tables, program year performance goals as expected accomplishments, mid- and end-of-year joint execution and performance reviews, annual performance measure reviews); and contributing PPM concepts and principles to help clarify strategic goals and objectives with measureable outcomes (e.g., outcome logic modeling, strategy writing team support).

SPECIAL REQUIREMENTS:
You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.
Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.
NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. Employees on term or temporary appointments are not eligible to apply for internal assignment opportunity notices.
This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Demonstrated ability to use knowledge of organizational strategic priorities and substantive issues to help articulate measureable strategic goals or objectives and to formulate meaningful measures of performance to track the achievement of those goals or objectives over time; 4. Demonstrated ability to apply knowledge of financial management, corporate governance, internal controls, or organizational skills to work with senior leaders, oversight authorities, or other counterparts to accomplish substantive program performance actions; 5. Demonstrated comfort with ambiguity and functioning productively even when numerous conditions are up in the air; 6. Certified or Advanced Certified Government Performance Manager (ACGPM) certification.
