This position is located in the Human Resources Services, Employee Services Directorate. The incumbent serves as a Human Resources Specialist responsible for providing a wide range of technical and advisory services to Library employees, managers and supervisors in HRS programs which include, but may not be limited to Time and Attendance, Pay, and Leave Administration.
The incumbent maintains liaison with Library staff and managers to ensure needs and requirements are effectively met, and with counterparts in other agencies to keep abreast of new and improved developments within the area of responsibility. Establishes and maintains effective working relationships with managers and personnel throughout the Library, other Federal, State and local agencies, and with the private sector.

Works with management to provide program administration for Time and Attendance and Pay reconciliation. The incumbent must be aware of the laws and regulations relative to pay and leave administration, and be able to intervene and represent the employee or the agency in his/her communication with external and internal units to the Library of Congress.
Actively monitor time and attendance, and payroll provider systems to ensure timely submission of data, identifies and coordinates corrections of major processing delays, ensure supervisor/management is aware of system status, and other situations that will have a major impact on the submission of timesheets and pay transmissions to the payroll provider.
Coordinates and collaborates in the complete process of the time and attendance program administration with all Library offices. Manages the logistics, provides communications appropriate to the program if required, and ensures the accuracy of the information. Manages operations to ensure the success of the program. Regularly provides advisory services to managers and service units’ points of contact.
Develops presentations to provide briefings and ongoing training to timekeepers (including master-timekeepers); and conducts monthly meetings with master-timekeepers to provide up-to- date information and obtain customer service feedback.
Develops/writes or updates policies, directives or other staff briefings to explain new processes, programs and/or procedures and provides training as they are related to the incumbent’s area of responsibility in HR or as assigned. Composes a variety of written materials (such as memos, reports, LC Staff News, etc.) to provide information and promote new processes and to seek support.
Serves as a tester and assists in the design, development and implementation of new systems requirements as necessary.
Advises supervisor and/or team lead on significant issues, such as establishing criteria, assessing program effectiveness, or researching or analyzing a variety of unusual conditions, problems or questions.
Provides managers and employees with specific, directly applicable information on the organizations practices, procedures, and policies related to routine compensation issues and programs, such as basic pay, overtime, or leave entitlement questions or problems. Provides advice to supervisors and employees on routine, established relatively common and non- controversial compensation-related situations covered by existing instructions and guidelines and accepted personnel practices.
Responsible for processing unused leave balance payments upon the employee’s separation. Reconcile leave discrepancies between time and attendance, and payroll provider system. Monitor and print debt bills generated in the payroll provider system to ensure agency notification.
Researches, analyzes or troubleshoots problems that could prevent an employee from receiving salary payment with payroll provided, service units, management and others. Based on conditions and factors that relate to the subject program and related programs, determines what information is required, and collects from many sources. Reviews information, reconciles conflicting data, and devises new or modified methods to implement findings. Identifies options, makes recommendations, and develops proposals.
