ABOUT THE POSITION
This position serves as the Director, Office of Resource Access and Partnership (ORAP) of the Indian Health Service, a component of HHS, and is located in Rockville, MD. The Director, ORAP, serves as the senior advisor to the Director, IHS, formulating Agency strategy and policy and analyzes the impact of national policy and laws promulgates through the Federal, State, and local governments and private sector relating to third party revenue and contract health service. The Director is responsible for planning, evaluating and directing the development of IHS wide policies that will optimize third party reimbursement and manage the contact health service (CHS) program HIS wide for 12 Areas that support over 200 hospitals, health clinics and outpatient centers in the HIS health care delivery system. The annual total third party Medicare, Medicaid and private insurance collections exceed $500 million and the CHS program budget is over $500 million. The total funds administered through the ORAP is over a billion dollars, which is about a third of HIS's overall budget.

Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.
Salary for Senior Executive Service positions varies depending on qualifications. The annual salary range may be found at the top of this announcement. This position may be eligible for performance bonuses and performance based pay adjustments.
Probationary Period
Selectee must serve a one-year probationary period unless s/he previously completed one year the Senior Executive Service.
Standards of Conduct/Financial Disclosure
HHS inspires public confidence by maintaining high ethical principles, and all Federal Government employees are subject to the conflict of interest statutes and regulations, including the Standards of Ethical Conduct, that govern activities with outside organizations and reporting financial holdings. The Ethics in Government Act, PL 95-521 also requires the applicant selected for this position to submit a Public Financial Disclosure Report, OGE-278, prior to assuming the SES position, annually, and upon termination of employment.

Applicants must provide evidence that they possess substantive experience which has provided knowledge of the principles of organization, management, and administration as well as specialized (managerial/liaison/legislative/communication) experience in the health services work directly related to this position.
To qualify, candidates must have had senior level experience that meets all of the following Mandatory Executive Core Qualifications (ECQs) and Professional Technical Qualifications. The experience must have been at a sufficiently high level of difficulty to clearly show that the applicant possesses the knowledge, skills and abilities to perform the duties of this position.
This experience must clearly demonstrate Applicants must provide evidence that they possess knowledge of the authorizing legislation for the IHS billing and collection and Purchased/Referred Care authorities, i.e., the Indian Health Care Improvement Act and the Indian Self-Determination and Education Assistance Act., as well as other legislation impacting American Indian and Alaska Native public insurance coverage. Typically, experience of this nature is gained at or above the GS-15 level in the Federal service, or its equivalent with state or local government, the private sector, and non-governmental or tribal organizations.
