    This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-09 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Promotion is not guaranteed and no promise of promotion is implied.

    This position is located within the Office of Information and Technology (OIT), Information Technology Operations and Services (ITOPS), End User Operations, District Business Office. The purpose of the position is to provide management oversight and evaluation of administrative programs and operations. The incumbent performs a variety of analytical, planning, evaluative, and advisory work.

    Major Duties:

    • Develops and utilizes techniques and procedures for improving organizational effectiveness and efficiency.
    • Applies fact-finding and investigative techniques; oral and written communications; and development of presentations and reports to inform management of administrative actions.
    • Collects, researches, and analyzes data, produces and disseminates information related to executive management and daily office administrations.
    • Researches and investigates business practices, management practices, or information system requirements for application to OI&T programs or operations to independently or in a team to develop program or administrative recommendations on process improvement, process implementation, systems specifications, data gathering, and analytical techniques.
    • Present findings and recommendations on complex issues or problems impacting major programs.
