IMPORTANT - PLEASE READ
This assessment opportunity is for submitting the Border Patrol Career Experience Inventory (CEI) only. The multiple-choice assessments are not being offered as part of this promotional assessment opportunity. The multiple-choice assessments are offered only during the fall assessment opportunity, for which the application period is in mid-July. You must apply again to the mid-July announcement in order to register to take the multiple choice assessments.
The Border Patrol Competency-Based Assessments for Promotion have been reinstated for selection into all competitively-filled GS-1896-13/14/15 supervisory and managerial positions. In addition, the Career Experience Inventory (CEI) component of the assessments may be used in the future by selecting officials to evaluate candidates on both competitive and non-competitive selection lists via a new CEI Dashboard (explained below) currently under development. Candidates who anticipate applying only to vacancies as non-competitive candidates are encouraged to apply to this announcement and complete the CEI portion of the application so that they have a current CEI on record when evaluated for those positions. This includes permanent GS-15s who anticipate applying for GS-15 vacancies. Once implemented, the CEI Dashboard may be used as part of the evaluation process for non-competitive candidates for GS-15 vacancies.

Two Important Changes for the Border Patrol Career Experience Inventory
1. Update Your Career Experience Inventory (CEI): If your most recent, scored Border Patrol CEI was submitted prior to July 2017, then you should submit a new CEI during this open period. The Border Patrol CEI was updated in the summer of 2017 to reflect the current experiential requirements of GS-1896 supervisors and managers. The update included the addition of several new questions and changes to some existing questions, including changes to the scoring key. All promotion candidates with Border Patrol CEI assessment scores prior to the summer of 2017 who did not submit the new CEI during the July 2017 opportunity had their prior CEIs rescored on 31 December 2017, receiving no points on the new and changed questions, and their CEI and total scores decreased accordingly. Therefore, candidates who have yet to resubmit their Border Patrol CEI using the current form are strongly urged to do so at this time.
2. New CEI Dashboard: A new CEI Dashboard is under development that will provide a summary in graphical format of your CEI experiences. Once it is implemented, selecting officials will have access to the CEI Dashboard summary of CEI experience level responses of every candidate on competitive and non-competitive selection certificates. Selecting officials will be able to make comparisons of candidate responses to the aggregate responses of the other candidates on the selection certificate. They will use this information as one component of the factors considered when making selection decisions. It is to your advantage to ensure that your responses to the CEI questions are up-to-date with your most recent experience. You will be able to compare a summary of your CEI experiences to the aggregate experiences of the candidates against whom you are likely to compete for vacancy announcements.
You will be evaluated for this job based on how well you meet the qualifications above.

Note: When completing your CEI:
-You may find it helpful to preview the questions and prepare a Word document with your responses. You can copy and paste your responses into your application to minimize the amount of time you spend in the system and avoid the system "timing out".
-Be aware that your responses are not automatically saved. Therefore, you should save your responses frequently, and it is highly recommended that you use a wired (rather than wifi or cellular) connection to complete your CEI.
-Make a note to check your application status to make sure your application is submitted and accepted by the system prior to the application closing date/time, which is always Eastern Standard Time.
EXPLANATION OF ASSESSMENTS AND EVALUATION METHODS:
There are five assessment components. Each is described below.
1. Border Patrol Career Experience Inventory (CEI). This task-based inventory assesses the quantity and quality of specific experiences important for effective performance as a supervisor or manager in the Border Patrol. The CEI will be available for candidates to complete during every test opportunity open period (open periods are expected to be every six months). The CEI is a comprehensive experience measure that covers many positions. It is completed on-line and is available by clicking "Apply Online" on the right side of this announcement.
2. Job Knowledge Assessment. This multiple-choice assessment measures technical knowledge of the Border Patrol Agent job covering content areas such as operations, administrative/criminal prosecutions, public relations, and resources management. This assessment may only be taken once in a 12-month period.
3. Critical Thinking Skills Exercise. This multiple-choice assessment presents job-related situations and asks for conclusions about the situation and what decisions the candidates would make if they were in the situation. This assessment may only be taken once in a 12-month period.
4. Managerial Writing Skills Exercise. This is a multiple-choice assessment that measures the ability to write and review the types of documents that supervisors and managers use on the job. This assessment may only be taken once in a 12-month period.
5. In-Basket Job Simulation. This multiple-choice assessment presents job-related documents for review and asks candidates about the actions they would take to handle the documents. This assessment may only be taken once in a 12-month period.
You must complete an on-line questionnaire by May 15, 2018.

PREPARING FOR THE ASSESSMENTS
There is a study guide for all of the assessments available on the CBP Promotions Support - Frontline Occupations site. This study guide is useful in familiarizing you with the format of the assessments and provide sample questions for you to take in preparation for the assessments.
ASSESSMENT SCORES: Your total score will be based on your overall performance on both the multiple-choice written assessments and the Border Patrol Career Experience Inventory.
Once you have completed the required assessments, you must apply for vacancies as they occur and are posted. They will be posted on-line. It is recommended that you use the e-mail notification option under USAJOBS in order to receive specific notification of open vacancy announcements. The assessment results will be used to determine which competitive candidates (who apply to specific vacancy announcements) are referred to the selecting official for selection consideration.
YOUR LATEST TOTAL SCORE will be used when applying for future positions.
APPLICANT NOTIFICATION: All candidates who complete the assessments receive a confidential feedback score report about their performance in each of the competency areas assessed. This feedback score report will be available on your online testing website account. You will be notified that your feedback is posted on your account by the end of June 2018.
