    The Assistant Administrator for Civil Rights is responsible for assuring full, affirmative implementation of civil rights, equal opportunity, and diversity precepts within the FAA for over 47,000 employees and representing organizations and in the practices of recipients of FAA sponsored federal assistance. As the FAA Equal Opportunity Officer (EEO), the incumbent directs the civil rights, EEO, and diversity program consistent with the Department of Transportation (DOT) Office of Civil Rights, the EEO Commission, the Office of Personnel Management and the Departments of Labor and Justice policies. The incumbent directs the external program with regards to the Disadvantaged Business Enterprise (DBE) Concession Program and DBE Contracting Program, the Americans with Disabilities Act, Section 504 of the Rehabilitation Act of 1973, Title VI (Non-Discrimination) of the Civil Rights Act of 1964, Environmental Justice and other civil rights policies and regulations affecting air travel and airports.

    Specific responsibilities include:

    - Provides executive direction and guidance on policies, programs, standards, and procedures to assure EEO in internal FAA employment, by FAA contractors and related organizations, and by recipients of FAA sponsored Federal assistance and related organizations as provided by applicable statutes, regulations, and Executive Orders. Evaluates program implementation by offices, services, regions, and centers regarding technical advice and guidance on civil rights matters provided to FAA officials and organizations regularly charged with contract and grant-in-aid administration. Provides for or conducts in-depth equal opportunity compliance reviews across the FAA to assure effective program implementation.

    - Directs a variety of FAA EEO programs through a nationwide network of 65 employees to ensure that all employees and applicants are treated fairly. Advises leadership in resolving complex equal employment opportunity issues, complaints resolution activities and affirmative action progress. Directs the FAA National EEO Complaint Program responsible for the informal processing of EEO complaints for FAA employees and applicants. Plans, directs, monitors, and evaluates the FAA complaints system including oversight for complaint processing, counseling and early resolution activities. Directs the Alternative Dispute Resolution Program and the development of resolution activities to support the reduction of formal EEO complaints being filed formally against the FAA.

    - Oversees the implementation of the six essential elements of Management Directive, MD-715 within the FAA. Collaborates across the FAA to support broad-based outreach to enhance workforce diversity.

    - Develops and promulgates policy for the FAA EEO Program. Determines Agency policy and direction based upon analysis of conditions subject to constant change as is characteristic of the dynamic nature of an ongoing EEO Program. Keeps abreast of legislation, Executive Orders, court decisions, rulings by cognizant Federal authorities and other events related to Federal EEO.

    - Collaborates with the Assistant Administrator for Human Resource Management in establishing Agency recruiting programs, improvement in and/or increased utilization of Agency training and development programs; Agency validation of testing and selection procedures and/or other devices all aimed at increased employment of targeted groups.

    - Represents the FAA Administrator on the Civil Rights and EEO programs in meetings and conferences with other Government agencies or departments.

    - Reviews and comments on regulations as they pertain to the external civil rights program. Oversees the intake and management of external civil rights complaints. Tracks complaints and reports complaint resolution to DOT. Coordinates with DOT and other DOT modes to ensure the uniform implementation of civil rights laws.
