This National Guard position is for a SEXUAL ASSAULT RESPONSE COORDINATOR, Position Description Number T5304000 and is part of the ID JOINT FORCES HEADQUARTERS ARMY, Idaho Army National Guard.
THIS POSITION IS ONLY OPEN TO CURRENT ONBOARD INDEFINITE AND PERMANENT TITLE 5 EMPLOYEES WITHIN THE IDAHO NATIONAL GUARD.
THIS POSITION IS BACKFILLING A TECHNICIAN WHO IS DEPLOYING.
FOR CURRENT FEDERAL TECHNICIANS ASSIGNED TO THE IDAHO NATIONAL GUARD THIS WOULD BE A TEMPORARY PROMOTION OR REASSIGNMENT AND CURRENT TENURE WOULD TRANSFER WITH EMPLOYEE. UPON MEMBER RETURNING FROM DEPLOYMENT, THE TEMPORARILY PROMOTED OR TEMPORARILY REASSIGNED EMPLOYEE WOULD RETURN TO PREVIOUS POSITION. THIS COULD BECOME A PERMANENT PROMOTION OR REASSIGNMENT IF POSITION BECOMES AVAILABLE. FOR A NEWLY HIRED TECHNICIAN, THIS POSITION IS INDEFINITE AND WILL END UPON DEPLOYING MEMBERS RETURN. This position is established as a Sexual Assault Response Coordinator (SARC), located in the Joint Force Headquarters-State (JFHQ-ST), under the Office of The Adjutant General (TAG). The purpose of this position is to manage and maintain the Sexual Assault Prevention and Response (SAPR) Program, the Sexual Harassment/Assault Response and Prevention (SHARP) Program, address prevention of sexual harassment in coordination with the Equal Opportunity Office, for the Sexual Harassment/Assault Response and Prevention (SHARP) Program and address prevention and the Domestic Abuse/Violence Prevention Program; and is charged with collaborating with various state and national government agencies for outreach, policy, training, support and research.

CURRENT ONBOARD INDEFINITE AND PERMANENT TITLE 5 EMPLOYEES WITHIN THE IDAHO NATIONAL GUARD
Manages and implements the Sexual Assault Prevention and Response Program and the Domestic Abuse/Violence Prevention Program. Performs long-term planning and organizational development necessary to accomplish human resources functions in support of education, training, and responses for the Sexual Assault Prevention and Response Program and Domestic Abuse/Violence Program. Provides oversight to SARCs and in coordination with the JFHQ Victim Advocate Coordinator (VAC), and the Air National Guard (ANG) Wing SARC, manages case assignments for Victim Advocates (VA) to perform SAPR duties.
Serves as principal advisor to the Adjutant General (TAG) with responsibility for understanding and implementing Department of Defense (DoD), Army, Air Force, National Guard Bureau (NGB), Army National Guard (ARNG) and ANG policies and guidance. Reviews Sexual Assault and Domestic Abuse/Violence policies and programs to determine barriers, if any, and advises the Adjutant General relative to their impact on National Guard policy to overcome high risk areas and potential offender behaviors; and recommends changes or new actions to TAG, Chief of Staff, and Human Resources Officer. Provides guidance and advice to TAG, senior commanders, supervisors, officers, commanders, and senior enlisted managers regarding statutory and regulatory requirements. Serves as the primary advisor regarding selection and performance of VAs.
Provides and informs the victim about available reporting options and benefits and/or limitations. Ensures that victims receive guidance and emotional support during administrative, medical, investigative, and legal procedures; and, ensures victims understand the processes involved. Coordinates for continuity of care (warm hand-off) with active duty or deployed SARC personnel to maintain the services and support the victim's needs after release from an active duty deployment or attendance of an active component school. Coordinates with other SARC personnel for warm hand-offs when service members transfer. Serves as the referral and resource to employees who report they are victims of sexual assault. Coordinates with Wing/Deployable SARC in assigning a VA to assist the victim immediately upon notification of the incident while ensuring confidentiality. Monitors services provided to victims of sexual assault from initial reports of sexual assault through disposition and resolution of the victim's health and well-being.
In general, qualified SARC applicants must have completed specific college course work that meets the requirements for a degree in a particular field, such as psychology, social sciences, human resources, or education; and, must have at least 24 semester hours of completed college course work in the social sciences. All SARC candidates must provide official transcripts from accredited universities or colleges. The coursework and pertinent volunteer experience, in fields associated with those specified in the position description, are acceptable only where it clearly provides applicants with the background education and competency necessary for successful job performance such as, studies in the Social Sciences, Psychology, Social Welfare, Education, or Human Resources. The VAC GS-09 position applicants must have valid awarded high school diplomas.

Within 60 days of appointment to a Position of Trust and Moderate Risk, the employee must have a favorable completion and awarding of a Tier III background investigation as directed by DoD and NGB to conduct duties and responsibilities as a Sexual Assault Response Coordinator (SARC); or, as a Victim Advocate Coordinator (VAC).
In accordance with DoDI 6495.03, Defense Sexual Assault Advocate Certification Program (D-SAACP), September 2015, an applicant, for a National Guard Title 5 Excepted Service SARC -or- VAC position, is NOT qualified for hire appointment if he or she was convicted for a sexual assault, domestic violence, child abuse, or violent crime and/or is registered as a sex offender.
HQ ARNG SHARP requires the 80 hour SHARP Foundation Course in order to apply for Defense Sexual Assault Advocate Certification Program (D-SAACP).
Within 120 days of appointment, if not previously D-SAACP certified, once appointed as National Guard Title 5 Excepted Service SARC or VAC employee and AFTER the employee completes the 80 hour course program, the employee must submit the DD Form 2950, "Department of Defense Sexual Assault Advocate Certification Program Application Packet," that includes the D-SAACP training certificate and the favorable Security Clearance Tier III Background results.
DoDI 6495.03 currently requires a Tier III background investigation is completed within three years of initial D-SAACP application date, and a Tier II reinvestigation every five years.
