As the Senior Contract Specialist in Code 210P supporting the IV & V, you will be responsible for procurement's that contain a number of different processes or elements resulting in extensive contract administration and subcontracting, and for significant and complex Center/Agency acquisitions . The work includes highly visible, political, sensitive and quick-turnaround requirements. In addition, you will support Procurement Manager(s) on key projects and provide coaching/mentoring and training to junior procurement professionals. Serves as an expert consultant and adviser to management on matters relating to the procurement of research and development, supplies and services necessary for equipping, maintaining, and supporting the mission and functional responsibilities of NASA and other Federal agencies at the Goddard Space Flight Center (GSFC). The duties include management assistance in directing a complete and comprehensive contract management program, which involves the negotiation and administration of a variety of complex contracts in support of NASA projects, programs, mission and mission enabling support services. You will formulate new or improved contracting policies in an operational area of procurement, including responsibility for formulating and setting guidelines, implementing new developments, and providing policy interpretation to subordinate contracting activities. You will provide ongoing customer service, customer support, technical procurement advice, technical support and recommendations to both contracting and technical office personnel. You will conduct contract administration functions for contracts managed and/or supported.
