Supervisory Program Analyst PD#28011-0
Directs the development, planning direction and sustainment of the Federal Acquisition Certifications - Contracting (FAC-C) Core Curriculum and electives program including administrative policies and procedures, curricula, instructional methods and techniques, qualifications of staff and faculty, adequacy and utilization of training aids and devices, facilities, equipment, testing, student counseling and higher level clearance of goals and objectives. Directs GS 14 leads and GS 13 procurement analysts/training specialists and support contractors. Develops and manages marketing and outreach to ensure stable program participation with VA and other Government agencies (OGAs). Determines budget and effective approaches to resolve budget shortages, and accountability for achieving program success measures on-time within budget. Determines changes to immediate and long-range plans to adjust to changes in program funding (approved funding). Represents the Department on interagency task forces or conferences. Leads meetings, resolves problems, and responds to requests for information. Participates in professional research as a senior VAAA technical authority and subject matter expert. Approves/integrates multi-year program plans across each FAC-C Core Curriculum. Monitors the quality of staff and faculty supporting the program to ensure accrediting organization standards are met. Performs instruction, coaching, and consulting in the accomplishment of acquisition training and career development. Supervises and assigns work to technical teams, develops performance standards and evaluates work performance of subordinates. Gives advice, counsel, or instructions to employees on work and administrative matters. Analyzes benefits and costs of accomplishing work in-house versus contracting; recommends whether to contract; provides technical requirements and descriptions of the work to be accomplished.
Preferred candidates will be both FAC-C and FAC-P/PM Level III Certified. Please upload your documentation if you possess these certifications.

PHYSICAL REQUIREMENTS: The subject position is primarily of an administrative nature in an office setting, however where travel to work sites is required there may be light physical work required, such as walking over uneven surfaces, or assisting technical personnel in taking measurements or elevations.
