Contract Specialist PD#: 44072
Coordinates throughout the contract administration process with quality assurance personnel, auditors, program personnel, general counsel, inspector general personnel, personnel from contractor firms, and the general public at large. Takes appropriate action to fulfill requirements of contracts and/or agreements. Responsible for the negotiation and collection of any using service fees, aggregates, rebates, and/or administrative fees either on a monthly, quarterly, semi-, or annual cycle. Closes out contracts and/or agreements, in a timely manner. Conducts initial conferences with contractors to provide information and clarify special provisions of the contract. Throughout the life of the contract, maintains liaison with the contractor to interpret contractual obligations and to resolve problems. Maintains a close
liaison with buying activities and using services (e.g., Nursing, Prosthetics, Dietetics, Pharmacy, Laboratory, Sterile Processing Department, Acquisition & Logistics) including participating in IPTs as needed. Issues changes to contracts highlighting conditions that could jeopardize contract performance. Remains cognizant of socioeconomic contracting goals and accomplishments. Explores initiatives which increase socioeconomic accomplishments for the NAC. Reviews and approves small and disadvantaged business subcontracting plans.

PHYSICAL REQUIREMENTS: The subject position is primarily of an administrative nature in an office setting, however where travel to work sites is required there may be light physical work required, such as walking over uneven surfaces, or assisting technical personnel in taking measurements or elevations. Time-in-grade: Applicants who are current Federal employees or who have held a GS grade anytime in the past 52 weeks must also meet time-in-grade requirements. Example for a GS-07 position you must have served 52 weeks at the GS-06 level.
Basic Requirements for GS-07:
A 4-year course of study leading to a bachelor's degree with a major in any field; OR At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.
Specialized Experience for GS-07: Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-06) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and skill to draw conclusions and make recommendations by analyzing facts and conditions, and making comparison of prices, discounts, delivery dates, or other basic charges; knowledge of practices used in government contracting (e.g., discounts and warranties) sufficient to compare prices on recurring types of procurements, e.g., standard commercial items. Ability to apply guideline material by reading and interpreting Federal Acquisition. Regulation (FAR), Veteran Affairs Acquisition Regulation (VAAR), General Service Administration Acquisition Manual (GSAM), Defense Acquisition Regulations, Federal laws, as well as the VA and Other Government Agency (OGA) policies, guidelines and procedures; knowledge of report writing techniques to present factual information clearly, to write contracting memoranda and minutes of meetings, and to draft simple contract provisions and supporting documentation; skill in dealing with others in a work relationship to present information orally and to accomplish a given purpose in relation to the contracting work performed by NAC.
OR: 1 full academic year of graduate education or law school or superior academic achievement
OR: A combination of both the above specialized experience or education
Graduate Experience: To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
