The Bonneville Power Administration (BPA) is a federal power marketer that sells wholesale electricity from 31 federal dams and one nuclear plant, providing about one-third of the electricity used in the Pacific Northwest. BPA operates three-fourths of the region’s high-voltage transmission grid and manages one of the largest fish and wildlife restoration programs in the world. This position serves as the Executive Vice President (EVP) and Chief Financial Officer (CFO) for BPA. Incumbent provides executive leadership to the Finance organization including establishing policy and standards in the areas of financial operations and risk management and providing financial strategic guidance, services, and support to enable BPA to fulfill its mission.
The executive is responsible for overseeing the Finance organization which provides services of financial planning, accounting, treasury, and reporting for the Federal Columbia River Power System (FCRPS) and BPA. Finance provides economic and analytical support for rate case and regulatory proceedings, and coordinates and executes all U.S. Treasury and non-federal financing programs. Finance has primary responsibility for relationships with federal and non-federal banking communities, rating agencies, investors and others in the financial community. Finance has primary responsibility for the development of agency internal and external budgets. Finance provides leadership in developing proposals and policies on strategic issues that affect the agency’s long-term financial integrity and competitiveness or that have an impact on customers, constituents, and other stakeholders. Finance reviews all draft non-procurement contracts and agreements that bind the agency or commit to the use of agency resources. Finance establishes financial policies and procedures for agency-wide guidance and internal control.

You will be evaluated on the quality and extent of your total accomplishments, experience, and education (if applicable). Your application will be rated and ranked by an Executive Resources Board (ERB) Panel, comprised of at least three SES members, using only the information submitted within the application package. Applicants who do not demonstrate in their application sufficient possession of the ECQs & MTQs will be determined ineligible for further consideration.
