The National Science Foundation (NSF) is seeking a candidate for the position of Senior Advisor for Oversight in the Division of Institution and Award Support, Office of Budget, Finance & Award Management.
NSF is an independent federal agency established to promote and advance science, technology, engineering, and mathematics (STEM) research and education in the United States. NSF has broad statutory responsibility to use grants, cooperative agreements, contracts, and other arrangements to accomplish this mission. The vast majority of NSF investments in the STEM enterprise are made as financial assistance awards. NSF historically has played a leadership role among federal research and development agencies in the federal assistance arena.
The Division of Institution and Award Support (DIAS), situated within the NSF Office of Budget, Award, and Financial Management (BFA), has broad responsibilities related to: oversight of institutions receiving NSF funds (cost analysis, advanced monitoring, audit resolution, indirect cost negotiation); development and implementation of NSF policies and procedures; outreach; design and development of electronic systems that support award management; awardee compliance with NSF policies and procedures; and business practices enabling the work of NSF staff and the STEM research community.

The individual selected for this position will directly serve as the Senior Advisor for Oversight to the Division Director, Division of Institution and Award Support, as well as an expert resource to the Office of Budget, Finance and Award Management (BFA) Front Office, the Division of Grants and Agreements, Division of Acquisition and Cooperative Support, Large Facilities Office, and the Division of Financial Management on matters related to oversight. The incumbent is responsible for developing coordinating, recommending, and advising on matters affecting strategic planning, management, and operations of DIAS oversight functions in collaboration with the Cost Analysis and Pre-Award (CAP) Branch and the Resolution and Advanced Monitoring (RAM) Branch. Major oversight functions include pre-award financial viability and budget reviews of large-scale awards, audit resolution, indirect cost rate negotiations, and post-award adjustments to closed awards, as well as advanced monitoring and risk assessment.
