This position is located within the Office of International and Integrative Activities (OIA) under the Office of the Director, NSF. OIA works across disciplinary boundaries to lead and coordinate strategic programs and opportunities that: advance research excellence and innovation; develop human and infrastructure capacity critical to the U.S. science and engineering enterprise; and promote engagement of scientists and engineers at all career stages. OIA contains three sections: the Established Program to Stimulate Competitive Research (EPSCoR) Section, the Integrative Activities (IA) Section, and the Evaluation and Assessment Capabilities (EAC) Section.

The incumbent performs a variety of Program Analysis assignments in support of special or on-going projects that involve administrative program reviews and organizational studies etc.
At the GS-7 level, duties include:
-Assisting senior staff in research of regulations and laws to support the development of materials, policy development, and the interpretation of policy issuances and regulations.
-Gathering, extracting, reviewing and consolidating data in the formulation of periodic reports for presentations, and for a wide variety of other purposes.
-Assisting senior staff in the preparation and analysis of program reports.
-Performing general office support functions to include receiving and screening calls and visitors, referring visitors to appropriate staff, and developing, routing and tracking correspondence.
At the GS-9 and GS-11 levels, duties include utilizing and applying analytical techniques to capture, assemble and disseminate data, prepare evaluations, coordinate activities, and provide advice to management in the following areas:
Project Management:
-Plan, develop, implement and track project plans, guidelines, budgets, procedures and timetables.
-Perform management studies to evaluate and measure the progress and success of projects and recommend changes in policy and management activities.
-Collect pertinent statistical data and narrative information from a variety of sources and apply analytical techniques to data management systems to identify patterns and trends and develop tracking and reporting systems to monitor activities.
Financial Resources Management:
-Administer budget operations and analyze and prepare reports of expenditures and projections.
-Reconcile accounts and resolve discrepancies.
-Ensure financial regulations are adhered to. Business Process Management:

-Restructure work processes, standardize procedures, and manage changes across an organization.
-Evaluate effectiveness of administrative procedures and their contribution to organizational goals and objectives and make recommendations as necessary.
-Run routine reports and analyze data as required.
Administrative Support:
-Receive and screen calls and visitors, refer visitors to appropriate staff, and develop, route and track correspondence.
-Ensure correspondence conforms to use of correct format, routing, procedures and grammar.
-Prepare complex but non-technical answers to queries and actions.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
