About the Position:
The position of Industrial Specialist (General) is a position in the DCMA Keystone Program
This is a Public Notice for positions being filled under the Direct Hiring Authority (DHA), afforded under Section 1106 of NDAA FY17. Pay will vary by grade level and geographic location. Under this recruitment procedure applications will be accepted for each location identified in this Public Notice and selections are made for vacancies as they occur. There may or may not be actual/projected vacancies at the time you submit your application.

2. Travel TDY (Temporary Duty Travel) for one week to attend training at the DCMA Learning Campus (DLC) in Fort Lee, VA.
3. Spend 6 months in the CMO/Center for on-the-job (OJT) and developmental training.
4. Return within the three year developmental training to the DLC, HQ or other CMO locations for assessment/various functional specific training.

You may start at the GS-05 if you have the following qualifications: Three years of general experience, one year of which was equivalent to at least the GS-4 grade level in the Federal service which includes work that involves administrative, technical, or trades work relating to (1) industrial production operations, (2) experience communicating clearly, orally or in writing, ideas and information concerning technical subjects, (3) experience in personal contact that involved coordinating assignments with other interested persons and activities, furnishing information and assistance, and (4) experience analyzing the effectiveness of production practices.
You may start at the GS-07 if you have the following qualifications: experience with the methods, materials, machinery, and facilities used in industrial production operations (which may include exploration, extraction, refining, manufacturing, or processing). This experience may have been gained through work such as: management or supervision of production operations; or industrial planning, industrial engineering, or plant engineering involving determination of facilities and layout; or process or methods development involving production practices associated with chemical, mechanical, electronic, textile or food industries; or development of specifications to define work products; or sales engineering or buying that required a comprehensive knowledge of production operations; or planning and administering industrial quality control and inspection systems and programs; or comprehensive survey and analysis of industrial operations, organization, capacity, etc; or interpreting and applying contract clauses and government acquisition regulations; or development of plans to determine material requirements and/or schedules for production management.
Education can be substituted for experience.
Superior Academic Achievement is obtained through: (1) Class standing - being in the upper third of the graduating class in the college, university, or major subdivision based on completed courses; (2) Grade-point average - (a) having a grade-point average of 3.0 or higher out of a possible 4.0 as recorded on the official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) having a grade point average of 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; or, (3) Election to membership in a national scholastic honor society.
Graduate Education: To qualify for on the basis of graduate education, graduate education in one or a combination of the fields related to this position.
