THIS IS AN AT-WILL POSITION
The U.S. Tax Court is seeking an exceptional, customer-service oriented individual to serve as a Contract Specialist (Team Lead). The successful candidate will assist in the acquisition of a variety of goods and services, such as office supplies, consumables, equipment, furniture, consulting services, maintenance contracts, and information technology hardware and software. Candidates should have a good understanding of Federal contracting procedures. The contract specialist will serve as a contracting officer for the U.S. Tax Court on designated projects and will work under the direct supervision of the Deputy Clerk of Court.

REPRESENTATIVE DUTIES:
Directing and coordinating the contract and procurement functions relating to all Court acquisitions. Overseeing the coordination of procurement activities of other Court staff.
Performing a full range of pre-award and post-award contracting and procurement duties, including market research; preparation of government cost estimates, price/cost analyses, specifications/statements of work, justifications, solicitations, requests for information/quotation/proposal; and drafting of contracts with incorporation of appropriate clauses and provisions.
Obtaining and evaluating competitive bids, quotes, and proposals from vendors and reviewing submissions with requestors and subject matter experts, as applicable.
Managing post-award contract administration tasks, to include: modifications, exercising options, process payments and terminations, and complete contract close-outs. This also includes developing and maintaining current schedules for each contract regarding any deadlines, due dates, and possible extensions.
Reconciling problems, issues or delays in the procurement of equipment and services and evaluating and monitoring contract performance to ensure compliance with contracted obligations.
Overseeing and maintaining proper documentation for all Court procurement files.
Assisting in writing and/or revising operating procedures for procurement management and administration.
Administering and reviewing Interagency Agreements, Reimbursable Agreements, Reimbursable Work Authorizations, and Memoranda of Understanding with Federal entities.
Other duties as assigned.

MINIMUM QUALIFICATIONS
Bachelor's Degree from an accredited institution recognized by the U.S. Department of Education. The course of study must have included or have been supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, marketing, quantitative methods, or management.
At least two years of experience in contracting or procurement positions. At least one year of that experience must have been specialized experience at or above the GS-11 grade level, and the position must have provided the applicant with the knowledge, skills, and abilities to perform this position.
Hold a current Federal Acquisition Certification - Contracting (FAC-C) Level II or Level III or Department of Defense Acquisition Workforce Improvement Act (DAWIA) certification Level II or III, or the judiciary equivalent under the Guide to Judiciary Policy, Volume 14, COCP Levels 1 and 3.
Excellent analytical and organizational skills, with strong attention to detail.
Superior oral and written communication skills and exceptional customer-service skills.

The U.S. Tax Court requires employees to adhere to a Code of Conduct.
Employees of the U.S. Tax Court serve under excepted appointments and are considered "AT WILL" employees. At will employees can be dismissed for any reason, without cause and without warning.
Employees will be required to complete a 52-week probationary period.
