Under the supervision of a Branch Chief, the incumbent serves as a Team Lead contracting officer by planning, coordinating and leading a team in the performance of all pre- and post-award activities for the procurement of a wide variety of supplies and services, including information technology, telecommunications, international leases and agreements, broadcasting and transmission licenses and agreements, program acquisition agreements, affiliate agreements for content placement on foreign radio stations, and small financial assistance grants to local communities and governments within the areas of our overseas news bureaus and transmitting stations.
The Broadcasting Board of Governors headquarters is located in downtown Washington, D.C. and is conveniently located within walking distance of Federal Center SW Metro station, which is serviced by the Silver, Orange and Blue Metro lines.

The Team Leader contract specialist position is located within the Office of Contracts (CON), Office of Management Services (OMS) of the Broadcasting Board of Governors (BBG). The Office of Contracts is organized into a policy branch and two procurement branches. Each procurement branch is headed by a branch chief who supports one of the two major organizational customers within the agency and several other customers, including those in our overseas news bureaus and transmitting stations in 42 countries around the world.
The ideal candidate has experience leading teams, performing all pre and post-award acquisition duties and functions in a federal environment and possesses comprehensive knowledge of federal contracting regulations, policies, procedures and laws to effectively and independently lead a team in the development, solicitation, negotiation, award, administration and close-out of contracts.
DUTIES FOR THIS POSITION:
A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
