This position is located in the Department of Homeland Security (DHS), Office of Intelligence and Analysis (I&A), Counterintelligence Division. The Primary purpose of this position is responsible for conducting counterintelligence activities to identify, deceive, exploit, disrupt, or protect against espionage against other intelligence activities, sabotage, or assassinations conducted for or on behalf of foreign powers, organizations, or persons, or their agents or international terrorist organizations or their activities.
Promotion Potential: This position is being filled at the full performance level.
This is a permanent appointment in the Excepted Service and will be filled on a full-time permanent basis. Employees hired under an Excepted Service appointment may be required to serve a two (2) year trial period.
This position does not confer non-competitive conversion to the competitive service. Acceptance of an excepted service appointment from applicants in the competitive service will require a written statement of understanding when voluntarily leaving the competitive service. Veteran's preference requirements do not apply to Title 50 appointment authority.

1. Demonstrated ability to conduct counterintelligence investigations, counterintelligence operations, counterintelligence collection, counterintelligence functional services; coordination and interaction across a broad range of joint and interagency activities and agencies.
2. Professional knowledge of counterintelligence procedures, methodology, techniques, and strategies including but not limited to: counterintelligence investigations, counterintelligence collection, counterintelligence operations, counterintelligence functional services, and technical support and countermeasures.
3. Knowledge of foreign organizations, perceived activities, and capabilities of FIE that pose a threat to DHS equities.
4. Knowledge of DHS Headquarters and Component structure, missions, programs, organizational relationships, and I&A's role within the IC.
5. Skill in developing, designing and conducting solutions to especially broad, important, departmental level operational and program areas.
7. Ability to plan and organize projects where proposals involve substantial resources and require extensive changes in established concepts and procedures.
8. Ability to communicate moderately complex ideas both written and verbally in order to formulate and present findings, briefings, project papers, status reports, and correspondence to foster understanding and acceptance of findings and recommendations.
