The Congressional Research Service (CRS) seeks an Analyst in Advanced Technology and Global Security to join its Foreign Affairs, Defense and Trade Division. Applicants should have the ability to plan and execute analytical research projects to address congressional requests in the areas of the potential relevance of trends and developments in key areas of advanced technology, such as artificial intelligence, biotechnology, and robotics, for global security challenges, and military/security-related advanced technology priorities and programs in the U.S. and other key countries. The ideal candidate will demonstrate an understanding of interactions and dynamics among the political, security, economic and social elements in the area of advanced technology and global security.
This position also focuses on the roles of the Departments of Defense (DoD), the Military Services, and other U.S. agencies conducting critical research/development with potential implications for national security interests as well as efforts underway in counterparts elsewhere in the world. It requires knowledge of how the DoD and the Military Services develop and acquire new capabilities. It also includes evaluation of the implications of technology trends/developments for achieving national objectives as articulated in such government policy documents as the National Defense Authorization Act, the National Security Strategy, and the National Defense Strategy as well as the possible integration of new technology into the capabilities of security sector elements, including military forces. Knowledge of the dynamics between government and the private sector regarding research, development, and utilization of new technology is also important, as well as knowledge of the role of Congress in the development/acquisition of new military technological capabilities.
The analyst is expected to develop the skills necessary to provide public policy and legislative analysis/consultation to congressional committees, Members and staff at increasingly sophisticated levels. Strong research, writing and presentation skills are essential. Experience with quantitative research approaches and familiarity with relevant complex data sets is of value.
CRS is well known for analysis that is authoritative, confidential, objective and nonpartisan. Its highest priority is to ensure that Congress has immediate access to the nation's best thinking on public policy issues of interest to its Members and Committees.
