The position is located in the U.S. International Trade Commission, Office of Industries, Office of Operations. The ideal candidate for this position would possess experience in providing legal and technical expertise to investigations involving the protection and enforcement of intellectual property rights and/or cross-cutting legal and international trade issues. In addition, the ideal candidate would possess experience collaborating with different functional staff, including attorneys, trade analysts, and economists.
The Attorney Advisor serves as a senior legal advisor responsible for handling legal and international trade issues covered by the Office of Industries; for furnishing legal advice and counsel to the Office in support of the Commission's strategic plan and mission; and for carrying out cutting edge research on intellectual property and other international trade issues. The incumbent is responsible for preparing and reviewing legal memoranda, project documents and operational materials including rules and procedures that raise legal issues.
The incumbent coordinates and manages the participation of the Office of Industries in intra-agency projects that require legal and international trade expertise including, for example, investigations conducted under section 337 of the Tariff Act of 1930. The incumbent develops and plans a research program focused on intellectual property rights and other cross-cutting legal and international trade issues. This program may include the training and mentoring of analysts and economists on legal and technical issues; the development of analytical frameworks incorporating new approaches for use in statutory investigations, technical assistance, and corporate research; and the conduct of cutting edge legal and technical research, writing, and analysis alone or in collaboration with professionals in and outside the Commission.
Applicants must possess at least a Bachelor of Laws (LL.B) degree or a Juris Doctor ( J.D.) degree from a law school accredited by the American Bar Association.
