The selectee of this position serves as a Management and Program Analyst. You will be responsible for formulating policies for the District Court/Tax Court program budgets; conducting studies of operational functions, delegations of authority, and organizational structures; performing analytical and evaluative work to ensure efficiency, economy, and balance in the development and/or execution phases of operating programs; analyzing existing procedures to identify more effective methods for accomplishing program objectives; developing/maintaining an accountable property tracking system, etc.

The duties of this position include identifying resources (funding, equipment, property, and document control, and accountability) and all budgetary administrative functions with the Judicial Security Program:
CONDITIONS OF EMPLOYMENT:
Must pass a pre-employment security investigation and drug screening.

This position is a Testing Designated Position and subject to random drug testing.

REQUIREMENTS:
You must meet all qualification requirements within 30 days after OR upon the closing date of this announcement.
Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).
Must be able to obtain and maintain a Top Secret security clearance.
GS-13 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 grade level is required to meet the time-in-grade requirements for the GS-13 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
You may qualify at the GS-0343-13 level, if you fulfill the following qualifications:
Applicants must have at least one year of full time specialized experience equivalent to the GS-12 grade level in the Federal service which demonstrates: 1). Participating in the formulation, coordination, and monitoring of service budgets, spending plans, and supporting financial documentation of financial programs at a department or agency-wide level; 2). Evaluating organizational operations for the purpose of performing cost benefit analysis 3). Conducting studies of operational functions, delegations of authority and organizational structure; 4). Developing and maintaining an accountable property inventory tracking system.
SELECTIVE PLACEMENT FACTOR: Must possess at least three years of immediately recent experience in the administrative program management of nationally dispersed highly technical law enforcement or other physical security programs (RESUME MUST REFLECT EXPERIENCE).
