The Senior Executive Service (SES) is comprised of the men and women charged with leading the continuing transformation of government. These leaders possess well-honed executive skills and share a broad perspective of government and a public service commitment.
The position is located in the Department of Veterans Affairs (VA) headquarters, Office of Management, Office of Finance. The incumbent will report directly to the Associate Deputy Assistant Secretary for Finance for providing leadership and high level management expertise in directing and managing the Office of Financial Policy (OFP), its programs and staff and provide coordination and oversight in the development and implementation of VA's financial management policies and procedures as well as consolidation of financial statements.
The incumbent's responsibilities include formulating fiscal and accounting policies, plans and procedures for the financial management of all VA programs; advising on the financial management activities of VA; supporting and providing assistance to the Administration and staff offices in their financial management activities; and reviewing the effectiveness and economy of these activities.
VA structures its SES positions into pay bands. This is a pay band Pay band 3 position and the salary range is $126,148 - $174,500. Exceptions to the cap of the range may be considered in certain circumstances.

The ADAS for Financial Policy is responsible for providing leadership and high-level management expertise in directing and managing the Office of Financial Policy, its programs, and its staff. The incumbent reports directly to the Associate Deputy Assistant Secretary for Finance, and will manage 29 employees through 1 direct report. The responsibilities include, but are not limited to:
-The incumbent's responsibilities include managing OFP programs, developing and implementing comprehensive fiscal policies and procedures in the areas of accounting, expenditures, employee payroll, financial records management collection of funds, impress fund activities, maintenance of personal funds of patients, payment of claims pertaining to the procurement of supplies, travel, transportation and miscellaneous services, financial and cost accounting and reporting, and cash, asset and debt management.
-Reconciles Department of Veterans accounts with the Department of Treasury and produces consolidated financial statements that provide an analysis of the status of VA's financial management.
-Publishes VA financial policies and procedures through directives/handbooks and other types of administrative issues (bulletins, etc.) and provides interpretation of legislative and regulatory requirements regarding the above areas and other related financial management matters.
-Develops and maintains VA's general ledger and budget accounts and VA 's system of financial reporting to meet requirements of Government Accounting Office (GAO), Office of Management and Budget (OMB), Treasury and Congress. Provides financial information needed by the Department's Chief Financial Officer and higher level officials.
-Produces consolidated annual financial reports and statements for VA that meets the requirements of GAO, OMB, and Treasury.
-Exercises full authority for the full range of personnel actions for the organization, through subordinate supervisors and/or program managers, directs the activities of program specialists, professional accountants, and support staff.
-Determines resource requirements and allocates resources based on organizational and project priorities.
-Maintains a clean audit opinion of VA's financial statements.
