This position is located in the National Science Foundation, Directorate for Computer and Information Science and Engineering, Office of Advanced Cyberinfrastructure (OAC). OAC supports and coordinates the exploration, development, acquisition, and provision of state-of-the-art cyberinfrastructure resources, tools and services essential to the advancement and transformation of science and engineering. OAC also supports forward-looking research and education to expand the future capabilities of the research cyberinfrastructure, and takes a broad view that includes development of software suites and tools, exploration of data science and management for pursuing new scientific and engineering frontiers, and other research-driven capabilities. By fostering a vibrant ecosystem of technologies and the development of a skilled, multidisciplinary workforce of developers, researchers, staff and users, OAC serves the growing community of scientists and engineers across all disciplines, whose work relies on access to computational power, robust community software tools and data, and secure high-speed networking, and expertise in computational and data sciences.

As a senior staff member, the incumbent provides a variety of managerial, budgetary and administrative services in support of OAC.
Duties and responsibilites include, but are not limited, to the following:
Budgetary Support
The incumbent uses experience and understanding of the Federal budget process as well as NSF financial management and accounting systems to work closely with the OAC Office Director, Deputy Office Director and other program staff to develop and coordinate the OAC budget, financial accounts, results reporting and other program activities.
Provides coordination with the Office of the Director, CISE Office of the Assistant Director, and NSF units such as the Office of Budget, Finance, and Award Management (BFA), Office of General Counsel (OGC), and Office of Legislative and Public Affairs (OLPA) on matters relating to budget preparation and execution.
In conjunction with the OAC Office Director and Deputy Office Director,
identifies, analyzes and resolves issues and problems encountered at any point in the budget process. Assesses the long- and short-term impacts of various budgetary configurations and develops contingency strategies that serve as an important OAC resource in the event that the primary budget estimates are increased or decreased.
Identifies and advises OAC on financial matters such as establishing new accounts, funding special activities, resolving discrepancies, and handling of accounts.
Ensures that regulations concerning financial management are adhered to in all areas of responsibility and provides guidance and training to other staff on such matters.
Managerial Support
The incumbent applies advanced analytical techniques and information management skills to capture, assemble and disseminate data for a variety of projects.
Serves as a member of the CISE/OAC leadership team, participating in strategic planning for the OAC organization, building broad organizational consensus and effectively communicating OAC policies and plans.
Monitors program financial accounts within OAC and tracks OAC commitments on cross-NSF programs. Develops related policy options and procedures that reflect and are consistent with Agency policies.
Identifies and advises OAC of the resources required to provide administrative support, including funding, staff and equipment to the assigned projects.
Anticipates administrative/budget problems by reviewing project plans and recommends solutions that achieve project goals in a manner that supports the efficiency of NSF and government operations.
Business Process Management
Identifies requirements and makes recommendations to OAC on the development and implementation of effective, efficient business processes including policies, work flow, and standard operating procedures for assigned projects.
Provides leadership and guidance on new developments in NSF's state-of-the-art business systems to ensure programmatic needs are effectively implemented and used effectively within context of the organization's culture and work environment.
Generates relevant administrative or budgetary data to prepare analytical and interpretive reports and guides.
Analyzes and summarizes special statistical tabulations and related materials for internal OAC use.
Participates in the management and oversight of the OAC website.
Human Resources Support
Advises OAC leadership team on rules and regulations regarding human resources administration and proposes creative solutions to current and projected human resources concerns and issues when necessary.
Participates in human resources strategic planning activities for OAC and makes recommendations for the most effective use of human capital management.
Ensures proper and timely coordination and processing of OAC staff performance plans, appraisals, individual development plans, personnel actions and position descriptions as needed.
Actively represents OAC in NSF-wide and government-wide working groups. Works effectively and collaboratively with other members in these groups to advance NSF’s or the government’s role.
Serves as OAC's liaison with the NSF Division of Human Resources Management (HRM).

You must meet eligibility and qualification requirements within 30 days of the closing date.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
