As Chief Human Capital Officer, you will:
-Provide direction and leadership to ensure achievement of EEOC's nationwide human resources programs and objectives to assess and report progress on human capital management.
-Interact with senior management and provides expert advice to agency leadership on human resources matters. Develop recruitment and hiring strategies targeted to fill short and long term capital needs. Direct studies and examines comparisons and bench marking with high performing government and private sector organizations to integrate best business practices in order to streamline and improve workforce planning initiatives. Keep abreast of latest technology, regulations, and human resources field to bring the best talent and practices to the organization. Review current and future needs of the organization, and performs assessments to find the best way in attracting and attaining individuals. Develop innovative, results-oriented recruitment strategies and hiring plans to maintain a diverse and talented workforce. Involve senior managers when initiating strategies and outreach efforts. Resolve problems on personnel policy, and provides personnel advice which contributes to the enhancement and successful achievement of agency goals. Utilize tact, initiative, expert judgment and diplomacy in dealing with officials while maintaining close review and coordination on items of a sensitive nature between the Office of the Chair and high-level officials.
-Direct the administration of the agency's training activities, with control over the training budget. Ensure that the training programs are aligned with the agency's mission and meets workforce needs. Lead teams to analyze requirements and allocations. Review development strategies and Individualized Development Plans (IDPs) for employees at all levels. Provide opportunities to help employees build their competencies needed to achieve agency's shared vision.
-Examine workforce deployment in the agency's strategic plan. Explore human capital management issues relating to the use of contract personnel. Determine if the agency has the expertise available to manage projected costs. Review the functions that have been outsourced.

-Oversee long range planning, evaluation of program goals and objectives, team building processes and makes prospective changes in programs. Responsible for coordinating or developing operational policies and decisions on organizational improvement. Revise program policies, priorities and strategies whenever required by changes in legislation, organizational structures, or agency internal procedures.
-Direct comprehensive human resources management accountability system, including policy formation, program development and operations pertaining to recruitment, employment, staffing, merit promotion. position management. organizational development and design, classification and pay administration, labor and employee relations, performance management and incentive awards, workers' compensation, personnel security, occupational safety and health administration, wellness, internal training, the Senior Executive Service (SES),and special employment programs. Coordinate with Director, Office of Equal Opportunity, on reasonable accommodation and diversity programs.
-Conduct quality reviews and ensures compliance with overall policies; establish management controls over program activities: provide a means for evaluating program accomplishments; and corrects program deficiencies. Allocate resources as circumstances change, and determines and justifies expenditures for human capital training. Maintain internal quality controls to monitor effectiveness. Conduct cost-benefit analyses to determine most cost-effective methods.
-Serve as EEOC liaison with other agencies on HR matters and issues that relate to human capital, and collaborates with top management officials in determining the agency's role on internal and Office of Personnel Management (OPM) policies impacting human resources programs. Serve as a member of the agency's top management policy planning group: attends high-level agency meetings on behalf of the Commission and makes sure that the Chair's viewpoints are represented. Develop strong, positive partnerships at all levels of the organization, ensuring human resources policies are carried out in a consistent manner with EEOC objectives by promoting an equal opportunity environment with all employees including minority groups, women and individuals with disabilities.

A one year probationary period must be served if not currently or previously in the career Senior Executive Service.
You will be required to travel and you will be required to apply and maintain a government travel card.
