RECYCLING SPECIALIST

INTRODUCTION
This position is located within Commander, Mid-Atlantic Region, Integrated Solid Waste Management/Recycling Program. The purpose of this position is to organize, manage, implement, promote and evaluate an effective program at the assigned site.
MAJOR DUTIES AND RESPONSIBILITIES
Determines and implements the most feasible methods for pick-up, delivery and processing of recyclable materials, collaborating and implementing corrective measures for exceptional deficiencies/recycling problems with Regional office. Stays abreast of the latest developments and publications in the field of Integrated Solid Waste Management. Meets with customers regarding special needs, demolition projects, etc. and ensures all customers are appropriately scheduled and that pick up is performed on time. Schedules pick-ups by vendors to ensure top market price is received.
Ensures the proper operation, maintenance, material condition, sanitation and appearance of all facilities and equipment at the assigned site. Ensures equipment is checked daily and in safe working order and free from correctable hazards, logs are maintained for all discrepancies and corrective actions taken. Ensures the facility is maintained in a clean, orderly and hazard-free manner. Submits and tracks requests for repair of facility and equipment in a timely manner to prevent loss of productivity.
Supports the safety program through safety training and awareness campaigns, internal inspections and sets the standard for daily operations. Ensures facility is inspected frequently and in compliance with all laws and regulations. Accompanies command safety representative routine inspections and ensures timely correction of identified deficiencies.
Provides facility and tenant command personnel with information concerning recycling and Regional changes. Refers requests that require interpretation of policy, or development of new policy, to the Regional Office. Provides assistance to Regional Office during inspections by Navy, State or Federal personnel. Acts as Contracting Officer Representative (COR) on all recycling sales contracts. Performs related duties as assigned.

Specialized experience must demonstrate the following:
KNOWLEDGE REQUIRED
Knowledge of recycling compliance concepts, principals and practices needed to identify and resolve problems associated with recycling. Ability to develop and implement inspection checklists and Best Management Practices which will be used to ensure conformity with regulatory and safety requirements. Must possess a general knowledge of mechanical/rotating equipment. Must be able to take inventory and control stock receipt/issue procedures. Must be skilled in customer service with interpersonal relations with military/civilian personnel of all ranks. Must be skilled in both verbal and written communications sufficient to ensure all reporting and customer service requirements are met.
