The primary purpose of this position is to serve as a medical professional performing a wide variety of duties associated with the compilation and analysis of diagnostic and therapeutic data as they pertain to medical conditions cases primarily, but not exclusively, related to mental health issues being considered by the Air Force Review Boards Agency (AFRBA).
- Applies clinical knowledge of occupational medicine and/or mental health to analyze applicant/appellant?s records and provide a professional opinion to adjudicators and policy makers regarding medical conditions.
- Reviews and performs thorough qualitative and quantitative analysis of individual records, providing a detailed written advisory and/or oral presentation of the medical conditions as well as policies and laws that have pertinence in a contended case.
- Serves as an analyst and action officer to the SAFPC. Analyzes military personnel, court-martial, and medical records in addition to records of courts, the Department of Veterans Affairs, and information submitted by the applicant and counsel.
Occasional travel - You may be expected to travel for this position.

0610-Advanced Practice Nurse (Nurse Practitioner)
GS-0610-12 Nurse Practitioner:
Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States in the clinical specialty required by the position.
In addition to meeting the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below:
Successful completion of a PhD or equivalent doctoral degree from a professional nursing educational program or related medical science field;
SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience at the next lower grade (GS-11) or equivalent. Specialized experience must include: professional knowledge of, and skill in applying, a wide range of concepts, principles, practices, and processes of medical care, with a primary emphasis in psychiatry and mental health, to analyze medical histories and other documentation for evidence of medical conditions, including very complex and interdependent acute and chronic illnesses and disorders; and knowledge of the full range of mental illnesses, aberrational behavior, determinants of unfitness and eligibility for disability compensation as well as skill in conducting comprehensive records examinations and interpreting diagnostic and therapeutic data (including etiology, specialty consultations, pharmacotherapy, etc.), to compile necessary documentation and ensure completeness, reconcile inconsistencies, determine whether records are consistent with claimed disability, and render professional opinion to either medical officers/mental health professionals or senior decision makers.
GS-0603-12 Physician Assistant:
A) Graduation from a physician assistant educational program, accredited by the Accreditation Review Committee on Education for the Physician Assistant (ARC-PA) or its predecessors, at a college, university, or educational institution that is accredited by an accrediting body or organization recognized by the Secretary, U.S. Department of Education, and
B) Successful completion of the National Commission on Certification of Physician Assistants (NCCPA) examination; must maintain status as a certified physician assistant, including completion of all requirements for continuing medical education (CME) and re-certification.
SPECIALIZED EXPERIENCE: A minimum of one full year of work experience as a certified physician assistant equivalent to the next lower grade level GS-11. Certified physician assistant specialized experience must include: professional knowledge of, and skill in applying, a wide range of concepts, principles, practices, and processes of medical care, with a primary emphasis in psychiatry and mental health, to analyze medical histories and other documentation for evidence of medical conditions, including very complex and interdependent acute and chronic illnesses and disorders; and knowledge of the full range of mental illnesses, aberrational behavior, determinants of unfitness and eligibility for disability compensation as well as skill in conducting comprehensive records examinations and interpreting diagnostic and therapeutic data (including etiology, specialty consultations, pharmacotherapy, etc.), to compile necessary documentation and ensure completeness, reconcile inconsistencies, determine whether records are consistent with claimed disability, and render professional opinion to either medical officers/mental health professionals or senior decision makers.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-11 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Professional knowledge of an extensive range of medical concepts, principles, practices, and procedures with a primary emphasis in Psychiatry and Mental Health.
- Knowledge of the substantive medical standards contained and/or prescribed in applicable federal laws (including Department of Defense and Air Force regulations, policies, and principles pertaining to current and former service members) as well as knowledge of Congressional legislation, DoD Directives, Department of Veterans Affairs, and Air Force policy guidance on all facets of Air Force Review and Correction of Records process with primary emphasis on defined medically-related statutes, laws, policies, and requirements.
- Knowledge of medical treatment facility operations, Medical Evaluation Board procedures, Physical Evaluation Board appeal procedures, determinants of unfitness, eligibility for disability compensation, and knowledge of the broad range of the illnesses, injuries, or diseases affecting fitness, and the interpretation of physical examination findings, evaluation of medical records, diagnostic tests, and patient interviews to determine appropriate outcome of claims.
- Knowledge of adjudicative management concepts, principles, practices and techniques in order to effectively reach final case adjudications based on the primary focus of considering the mission needs of the USAF and those of the affected eligible military and civilian members, ensuring fairness, equity, justice, and due process.
- Skill in analyzing and synthesizing volumes of information and subsequently preparing written communication/presentations and effective oral communication on matters, issues and inquiries relating to well-founded facts and precedents which involve medical observations and/or opinions that contribute, support, and uphold board reviews and decisions in a timely manner.
- Ability to review and evaluate medical evidence and information reported by clinical medical officers or specialty consultants in order to prepare sound comprehensive case analyses to be used by medical officers/mental health professionals and adjudicating boards. Ability to obtain and document complete health histories and physical examinations in addition to the ability to communicate and interpret the data obtained and to present an opinion in a neutral, balanced manner in a time-constrained environment.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
