The International Trade Administration (ITA) is searching for an energetic executive to serve as Deputy to the Chief Financial and Administrative Officer (CFAO) within the ITA Office of Chief Financial and Administrative Officer. The Deputy Chief Financial and Administrative Officer (DCFAO) works with the CFAO and shares responsibilities for long-term planning for, and integration of financial, administrative, and human captial services.
ITA is the Federal agency responsible for working with the industry to promote American exports and expand international trade through the development of partnerships, monitoring of and compliance with trade agreements, and other trade related services. ITA is a globally-based bureau of the Department of Commerce and includes 109 offices in the United States, 126 offices in 78 countries, and approximately 2400 employees.

The Deputy Chief Financial and Administrative Officer (DCFAO) is responsible for partnering with the Chief Financial and Administrative Officer in delivering results for ITA in a broad variety of management areas such as budget, finance, procurement, enterprise services, travel administration, analysis, reporting, and organizational improvement. The DCFAO serves as ITA's over-arching human capital lead and provides primary leadership in administering ITA-wide talent management functions and initiatives such as workforce/people programs, planning and staffing strategy, training, and employee development.
The DCFAO provides executive leadership to deliver well-conceived strategy, analysis, and guidance to the organization and represents ITA on various councils, review groups, and Department-level committees and participates in external agency working groups initiated by the Department of Commerce, Office of Management and Budget, and other agencies.
Other duties include:
Develops and/or oversees the implementation of programs and processes that ensure robust monitoring of financial transactions and budget execution to achieve complete compliance with applicable laws and regulations as well as internal and external policy. Adopts adequate measures to address anomalies and eliminate/mitigate risk of future non-compliance.
Anticipates the effect of legislative and administrative changes and initiatives and ensures development of effective, legally-compliant, fully responsive budget formulation strategies to provide for implementation of programmatic priorities.
Provides leadership in bureau budget proposal and/or justification efforts, advising senior leadership on funding strategies and novel solutions to new or unique programmatic funding requirements.
Oversees accurate allocation of costs among budget accounts and evaluates proposals for reprogramming of funds, advising managers and bureau leadership on all appropriate compliance measures and ensuring that approved transfers of budget authority between budget accounts is consistent with reprogramming regulations.
Institutes methodologies, organizational practices and processes to ensure audit readiness and accuracy, consistent with applicable U.S. generally accepted accounting principles and prescribed Departmental accounting policies and procedures.
Advises senior leadership on the entire range of budgetary, human capital and financial matters, including control measures, and builds consensus among executives, senior managers, and internal or external stakeholders regarding strategies that contribute to more efficient allocation of resources.

The Department of Commerce will work with the selectee to develop the appropriate ECQ narrative for OPM QRB certification, as needed.

Background Investigation/Clearance: This position is designated as special-sensitive and requires a Top Secret clearance.
Financial Disclosure: This position is covered under the Ethics in Government Act, which requires comprehensive financial disclosures from employees. The appointee will be required to file a Public Financial Disclosure Report (SF-278), within 30 days after his/her appointment, and then annually thereafter.
Qualifications Approval and Probationary Period: Persons newly selected for career appointment to the Senior Executive Service must have their executive core qualifications approved by an Office of Personnel Management Qualifications Review Board and will be required to serve a one-year probationary period.
Mobility: Individuals selected for Senior Executive Service positions may be subject to reassignment across geographical, organizational, and functional lines.
Drug Testing: Applicants tentatively selected for employment in any position are subject to designated and/or random pre-employment and employment urinalysis. Applicants who refuse to be tested will be denied employment and/or removed from employment with the Department of Commerce.
