This position is located in the Contracts Management Section (CMS) of the NASA Management Office (NMO) and serves as senior contracting officer engaged in a variety of procurement and contract administration activities in support of NASA and other entities, focusing largely on the operation of NASA's Jet Propulsion Laboratory (JPL). The NMO is responsible for management and oversight of the NASA contract with the California Institute of Technology (Caltech) for operation of JPL, NASA's only Federally Funded Research and Development Center (FFRDC). The NMO provides representation, contract management and procurement support for NASA Program Offices and NASA Centers for all NASA work performed at JPL.

Serves as lead negotiator for contract modifications for programs involving several interrelated contracts. Interprets the agency contract provisions for customer activities. Negotiates contract types, overhead rates, direct mail costs, terms and conditions, life cycle, payments, incentive formulas, etc. Ensures agreements are in compliance with cost accounting standards and the agency requirements.
Performs contract administration activities for significant, highly specialized procurements. Conducts studies or reviews of specific acquisition issues or problems of immediate concern to the Procurement Officer. Serves as advisor to the Procurement Officer, and the Director of the NMO-JPL, and is responsible for defining the problem, obtaining all pertinent information, determining alternative courses of action and their consequences, recommending the most desirable alternative(s), and coordinating with other affected organizations.
Serves as team leader on projects involving complex contracting processes and functions covering the entire spectrum of procurement and the contracting process when the project is of such complexity that the support of analysts and technical personnel from other offices is required.
Develops policy and procedures, as necessary, for the processing of requests for JPL's support to NASA, other government Agencies, and non-government entities.
Develops complex contractual pricing arrangements and incentives such as devising multiple incentives requiring use of sophisticated contracting techniques; sharing arrangements, such as cost-plus-incentive-fee or fixed-price-incentive-fee, the Government and the contractor share the cost risk; or economic price adjustment clauses that identify the basis for adjusting certain labor or material costs where price cannot be reasonably predicted at the time of contract negotiation.

Basic requirement: Applicants must have completed a 4-year course of study leading to a bachelor's degree with a major in any field, that includes or is supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods or organization and management.
Preferred majors include, but are not limited to: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, supply chain management or organization and management.
Applicants must also meet one of the following:
A. Certification: Possess a valid level III Federal Acquisition Certification-Contracting (FAC-C) or level III Department of Defense Acquisition Workforce Improvement Act (DAWIA) certification, OR
B. Training: Completion of all mandatory training prescribed by the head of the agency for level III Federal Acquisition Certification-Contracting (FAC-C) (http://www.hq.nasa.gov/office/procurement/Trainreq.doc), and at least 4 years of experience in contracting or related positions. At least one year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
C. Exception: Employees in GS-1102 positions will be considered to have met the standard for positions they occupied on January 1, 2000, including positions at the same grade if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade.
