The incumbent of this position serves as the Chief Administrative Judge on the Interior Board of Land Appeals (IBLA or the Board). The Board of Land Appeals is the authorized representative of the Secretary of the Interior and is a quasi-judicial tribunal in the Office of Hearings and Appeals (OHA) of the Department of the Interior. The Board reviews and determines as fully and finally as might the Secretary the disposition of all appeals from decisions by officers of agencies and decisions made by Administrative Law Judges appointed under 5 U.S.C. § 3105 (2006), which relate to the disposal or use of public lands of the United States and their resources. Appeals arise under a great variety of involved and complex statutes and programs, such as mining and mineral leasing, oil and gas, grazing, homestead, rights of way, wild horses and burros, special use permits, and public sale laws. The Board applies a myriad public land laws and a body of judicial and administrative decisional law of almost 200 years.
Additionally, applicants must have at least seven years of progressively responsible professional legal experience. Qualifying experience must be of a type and level sufficient to demonstrate the applicant’s ability to render final decisions in appeals covering a wide range of complex, highly contested issues in an efficient and timely manner.
As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior level managerial capability and directly related to the skills and abilities outlined under Mandatory Qualifications below. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the Federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. Failure to meet basic qualification requirements and all mandatory qualifications listed automatically disqualifies an applicant.
Applicants must have a J.D. or LL.B. degree and be current members in good standing of a bar of a State, the District of Columbia, or a territory or commonwealth of the United States. YOU MUST PROVIDE PROOF THAT YOU MEET THIS REQUIREMENT.
