This position is located in the Office of Economic Adjustment with its headquarters in Arlington, VA and its Western Regional Office in Sacramento, CA. OEA is a Department of Defense Field Activity reporting to the Under Secretary of Defense for Acquisition and Sustainment. OEA responds to emergent requirements directed by SECDEF, assists states and communities to plan and carry out Defense economic adjustment strategies, and coordinates a program of assistance across Federal Agencies under the Defense Economic Adjustment Program (DEAP) in support of DoD's mission. Under the DEAP, Executive Order 12788 and DoD Directive 5410.12, OEA assists states and communities adversely affected by changes in Defense programs such as base closures and realignments, personnel reductions, and reductions in defense industry employment. OEA also provides assistance to communities that are heavily dependent upon defense expenditures. It develops policies, plans and programs; evaluates the economic impacts of Defense activity and responsiveness of potential local industrial and economic development to those impacts; and enlists the help of other elements of the Federal Government, state and local governments, and the private sector.
The Office of the Secretary of Defense (OSD) is the principal staff element of the Secretary of Defense in the exercise of policy development, planning, resource management, fiscal, and program evaluation responsibilities. OSD includes the immediate offices of the Secretary and Deputy Secretary of Defense, Under Secretaries of Defense, Director of Defense Research and Engineering, Assistant Secretaries of Defense, General Counsel, Director of Operational Test and Evaluation, Assistants to the Secretary of Defense, Director of Administration and Management, and such other staff offices as the Secretary establishes to assist in carrying out assigned responsibilities.

This position serves as the Information Technology (IT) Specialist Enterprise Architecture (EA) for the Economic Adjustment Data System II (EADS II) in the Office of Economic Adjustment (OEA). EADS II is the system used to manage projects and grants and provides a secure environment to collaborate with external community clients. The incumbent is responsible for the development and implementation of technology strategy that is aligned with the OEA business strategy; management of IT assets in accordance with procedures and priority of OEA and DoD. The incumbent provides oversight and implementation of DoD IT policies within OEA; facilitation of an integrated Enterprise Architecture; monitoring and evaluation of the performance of all investments for programs and initiatives and advises senior management regarding continuation, modification or termination of projects and programs. The incumbent is responsible for the development and maintenance of OEA' s EADS II systems architectures; oversight of provisioning of IT software engineering services; management of the OEA Information Assurance Program (IAP); and management and maintenance of essential OEA infrastructure systems.
