The Under Secretary of Defense (Comptroller) is responsible for carrying out the functions assigned by Title IV, Public Law 216, 81st Congress and codified in Title 10 135. These functions ensure the utmost economy and efficiency in the operations of the Department of Defense through sound business management and effective fiscal planning and control. The Deputy Comptroller (Program/Budget) is responsible for 1) direction and supervision of the preparation of budgets estimates of the Department of Defense 2) setting principles, policies and procedures for the preparation and execution of the budget of the Department of Defense 3) the reprogramming system of the Department of Defense 4) the development of financing policy within the Department of Defense 5) the overall planning, programming, budgeting, and execution (PPBES) process of the Department of Defense; and 6) the establishment of uniform budgetary principles across the Department of Defense.

As a Program Analyst, GS-0343-14/15, your typical work assignments may include the following under supervision:
- Evaluates current and new Management Information Systems (MIS), identifying actual or potential problem areas and devising and directing corrective actions.
- Analyzes the impact of actual or potential legislation and other policy changes.
- Analyze and develops information system design.
- Performs reliability testing and final acceptance of new systems, programs and program modifications.
- Coordinates with users of the Financial Management Information Systems to determine data automation requirements and/or change in requirements.
- Ensures system changes caused by internal and external authorities (OMB, Treasure, Congress, etc) are identified and accommodated on a timely basis.
- Prepares and updates guidance in the DoD Financial Management Regulations regarding automated budget systems.
- Keeps apprised of current technology in the are of Information Technology, networking, statistics, accounting and budgeting.
