The Chief Learning Officer and Assistant Director, Office of Learning and Workforce Development (OLWD), Justice Management Division (JMD), Human Resources, Department of Justice (DOJ or the Department), is responsible for the leadership and direction of the Department's corporate strategy to align the development of the workforce with the goals of the Department. The incumbent serves a critical role in creating and driving change with policy, planning, and administration; and is responsible for enterprise-wide leadership development and for expanding the Department's technology platform (Learning Management Systems, e.g., learnDOJ) for learning delivery and measurement in order to create a high-impact learning organization. As the Chief Learning Officer and Assistant Director, Learning and Workforce Development, the incumbent also drives value, focusing on issues such as business alignment, managing resources, innovation, return on investment, and customer service.
The OLWD is responsible for developing Department-wide programs and advising all levels of leadership regarding learning, development, and workforce planning in support of attracting and retaining a knowledgeable workforce and for improving organizational and individual performance. The OLWD is dedicated to providing the guidance and tools that Components and leadership need in order to develop a highly trained workforce capable of achieving the Department's strategic goals and mission.

The CLO and Assistant Director, Office of Learning and Workforce Development, reports to the Director, Human Resources and develops and provides vision related to departmental policy, advice and guidance to the Chief Human Capital Officer (CHCO), Deputy CHCO, DOJ leadership and Components on planning, coordinating, and directing Department-wide learning and workforce development policies and programs. The incumbent will be responsible for planning, designing, and overseeing the execution of and research needed to improve the Department's understanding of policy and programming issues. Develops policy/programming options, and recommends appropriate choices to senior management, based on a comprehensive analysis of development problems, alternative actions, objectives, and consistency to establish a method to globalize the learning technology strategy, the consulting process, e-Learning, and other elements of corporate training. In addition manages critical large-scale agency-wide programs, such as determining the overall integration process for significant changes to DOJ learning management systems with other DOJ programs.
The incumbent oversees the Department's corporate learning programs and initiatives concerning the latest training and development policies and best practices, to include formulating strategies for training, learning and development, coordinating with the Mandatory Training Advisory Group about current and future mandatory training, and disseminating knowledge and information through technology.
The CLO and Assistant Director advises and coordinates with the Chief Human Capital Officer (CHCO) and the Deputy CHCO, and directs DOJ Strategic Human Capital efforts to strengthen the organizational culture of the workforce and mission performance in accordance with administrative priorities and the DOJ Human Capital Strategic Plan. Participates in interagency deliberations on government-wide human resources problems and policies. In addition, provides Department-wide workforce planning solutions/advice to all DOJ Components and lead comprehensive workforce analysis that aligns with Department and Human Capital Strategic Goals and engages in Department-wide workforce planning and pipeline and Executive Development programs like the Leadership Excellence and Achievement Program (LEAP), the Department-wide Mentoring Program, Executive Coaching, and other OPM Initiatives.
