The Veterans Service Representative (Rating), GS-0996-9/10/11/12, is located in the Veterans Benefits Administration, Appeals Management Office, Veterans Service Center, Washington, DC.
The Rating Veterans Service Representative (RVSR) works as a member of the Intake Processing Center or in special missions of the Veterans Service Center. The incumbent serves as a decision maker for claims involving rating decisions. The incumbent determines service-connection, percentage of disability, permanent and total disability, entitlement to compensation, pension, vocational training, medical and dental treatment, automobiles, or other conveyances, insurance, specially adapted housing, dependent education allowances, and other ancillary benefits.
This is a Bargaining Unit Position.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is: GS-09/10/11/12.
Full performance level is GS-0996-12.

Specifically, the RVSR will:
-Analyzes claim evidence by applying VA's Schedule for Rating Disabilities and other applicable guidelines to determine final rating decisions (Rating Schedules) for claims.
-Notifies the VSR and/or claimant of the rating decision to include the basis and reasoning.
-Determines if diseases/injuries were incurred or aggravated in the line of duty.
-Notifies the VSR to obtain evidence needed to support a claim.
-Ensures timely service to veterans by monitoring claims to eliminate delays.
-Decides the necessity for and type of medical (re)examinations, evaluations, and opinions needed to determine the existence/extent of disabilities.
-Determines permanent incapacity and/or competency of veterans and their dependents.
-Communicates with a variety of VA employees to obtain or clarify information relating to benefit claims.
-Utilizes various electronic data processing (EDP) systems to input, process, monitor, and adjudicate claims-related data.
-Utilizes various electronic data processing (EDP) systems to prepare correspondence (i.e. Statements of the Case, Advisory Opinions, etc.)
-Discusses claims with Veteran Service Organization representatives.
-Analyzes legal, medical, and occupational factors to weigh the value of evidence.
