He or she assigns and ensures completion of the AXH safety oversight activities to the Hazardous Material Aviation Safety Inspectors (HSI) through the technical and administrative direction of AXH-310 Systems Oversight, Field Operations Branch Manager, Senior Technical Experts and Division Manager. The responsibilities for assignment will generally support and implement the FAA Oversight Philosophy (FAA Order 8000.72) through hazardous material transportation surveillance functions. These include but are not limited to, supporting hazardous materials oversight through assigned risk based oversight activities such as on-site inspections for air carriers, shippers, and repair stations; evaluation of air carrier training programs, processes and procedures. In addition, the incumbent will assign and manage HSI activities to support the implementation of the FAA Compliance Philosophy (FAA Order 8000.373) through investigation of incident discrepancies and air carrier systems evaluations to include regulatory compliance violations utilizing the most effective safety resolution. The incumbent works collaboratively with the AXH-310 Systems Oversight, Field Operations Branch personnel in managing surveillance to assess compliance and conduct investigations to determine the desired compliance. He or she provides advice, guidance on hazardous material transportation issues from other Managers, Supervisors and Senior experts in the AXH-300 Systems Oversight Division to the HSIs. The incumbent assigns and manages varying levels of complex oversight assignments to the HSIs under the limited direction of the Systems Oversight, Field Operations Branch Manager and in coordination with the Senior Technical Experts. He/she applies experience and knowledge of the Hazardous Materials Safety Program to complete assignments and develop plans and techniques to improve air carrier hazardous materials safety programs, policies, and procedures. He or she assigns HSIs to hazardous materials compliance inspections of regulated parties that introduce or transport hazardous materials into air transportation. He or she manages investigations of incidents, discrepancies, and regulatory compliance violations related to hazardous material air transportation. The incumbent assigns on-site inspections of regulated air carriers, shippers, and repair stations to determine compliance with Hazardous Materials Regulations, operational policies and procedures to HSIs. He or she advises and coordinates any action taken by the HSIs as a result of violations requiring immediate corrective action and potential enforcement action(s) to address non- compliance. The appropriate course of action will be determined in accordance with established AXH policies and the current version of the FAA Order 2150 and the FAA Compliance Philosophy 8000.373. The incumbent assigns stakeholder engagement to the HSIs with various aviation related industries as needed in compliance with the AXH Stakeholder Engagement Policy. The stakeholder engagement is based on national and international identified trends and to support hazardous material safety education for the regulated community to improve compliance with air transportation and hazardous material transportation safety through compliance with the Hazardous Materials Regulations, and ICAO Technical Instructions, and other related Aviation Regulations. Incumbent works collaboratively with other FAA and DOT organizations, other Federal agencies, and industry as necessary. Incumbent may represent AXH in various committees, work groups and industry forums. Contacts requiring communication are both internal and external to FAA. Incumbent may represent the FAA upon request as the primary technical authority for major projects and programs in the diverse areas of Aviation Safety Oversight.
Candidates must show one year of specialized experience at the FV-I/FG-13 level. Specialized experience is that which is directly related to the position to be filled and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience may include but are not limited to: administering, coordinating supervising or performing hazardous materials inspections; knowledge of investigative, analytical or advisory work to ensure understanding and compliance with HazMat Federal laws, regulations and other mandatory guidelines.
