This position is located in the Broadcasting Board of Governors (BBG), Office of the Chief Financial Officer, Budget Division (OCFO/B). The Budget Analyst plays a critical role in the formulation and/or execution of the BBG budget by providing managerial and technical assistance to the Budget Director, other Budget Analysts, and to senior counterparts in BBG program offices. Budget formulation and execution activities include the preparation of budget justifications, consolidation of budget estimates, funds status reports, and the quantitative analyses of budget estimates and expenditures. The incumbent is also responsible to prepare a range of budget documents and presentations for internal and external stakeholders. These materials include presentations for the BBG Board of Governors; submissions to the Office of Management and Budget (OMB) and other Executive Branch agencies; and responses to Congressional inquiries and testimony.

Duties include, but are not limited to:
-Budget Formulation & Execution: Leads coordination with a wide range of Budget and Program Office colleagues to complete budget formulation and execution exercises, develop budget projections and justifications, respond to OMB and Congressional Budget requests for information, and monitor the execution of the current year budget.
-For major BBG programs, prepare analyses and forecasts of funding needs and expenditure rates for current and future budget years. Prepare relevant exhibits for budget-related activities throughout all phases of the annual budget cycle.
-Prepare and present written and/or oral justifications for budget presentations. Analyze a range of information to compile and build sections of BBG's annual budget submissions, covering both BBG media activities, administrative support functions, and Grantee submissions. When required, actively participate in annual budget presentations to OMB, Congressional Appropriation Committees, BBG Board, and internal BBG entities. Draft and review responses to budget questions from Congress, OMB, media and other executive branch counterparts
-Maintain a robust working knowledge of OMB, Treasury Department, and Congressional budget regulations, directives, and policies. Interpret internal and external guidance to prepare detailed budgetary instructions for program managers to follow in developing an integrated BBG budget. Collaborate with BBG entity staff to ensure understanding and compliance with financial regulations.
-Advise management on the application of appropriations law and other relevant federal guidelines, including funds availability or limitations on how funds can be used.
-Proactively engage with program elements regarding budget issues and respond to their budget requests, providing timely and accurate information. Prepare periodic reviews of the current year budget, especially at mid-year and third quarter. Create timely and accurate allotment notices to assigned accounts.
-Business Process Improvement for Budget and Financial Management: Recommend creative and innovative business practices, and contribute new ideas to enhance OCFO productivity. Develop, recommend, and implement budget policies and regulations, as directed. Identify and resolve a range of financial and/or budget related policy issues related to BBG financial management processes.
