    • Serve as an advisor to the Director and Deputy Director, the principal staff, and offices on personnel and manpower matters
    • Serve as advisor and point of contact on administrative processes and personnel issues
    • Prepare recommendations on administrative processes and human resources issues, and the effectiveness and appropriateness of changes, probable impact on organizational and grade structure and effect on employee utilization and morale
    • Develop and analyze tracking tools relative to this program, and reports results to management
