Provides leadership and oversight of the labor relations functions for the agency, including the preparation and implementation of all phases of the collective bargaining process by preparing for and participating in negotiations, impasse resolution and contract administration activities. Working with the NSF Chief/Deputy Chief Human Capital Officer, the LRO applies sophisticated management principles and skills, with planning and management experience focused strategically. Provides advice and consultation to managers and supervisors, and develops and maintains a business partner relationship with senior and executive management and with labor unions’ leadership. The incumbent in this position will:
