The specialist is responsible for independently planning, developing and implementing a comprehensive environmental health program on the assigned reservations. The specialist is under the administrative and technical supervision of the Supervisory EHS (Service Unity, District or Area Environmental Health Specialist) who specifies the nature of the work to be done, complicating factors and possible problems.
The IHS is required by law to give absolute preference to qualified applicants who meet the Secretary of the Interior's definition of Indian for appointment to vacancies within the IHS in accordance with established IHS policy as outlined in the Indian Health Manual Part 7, Chapter 3. This is a Recent Graduate position in the Pathways Program serving as an Environmental Health Specialist with three positions available located at Polacca, Ft. Duchesne and Reno. Selected individuals are placed in a dynamic two year developmental program in the excepted service designed to lead to a civil service career in the Federal government. At the successful conclusion of this program, the agency may non-competitively convert individuals to a term or permanent position in the competitive service. Conversion to a Federal competitive service position will be at the discretion of the agency and is neither guaranteed nor implied.

Plans, implements and evaluates a comprehensive environmental health program on assigned reservations that emphasizes safe water, solid and hazardous waste management, food protection, occupational health and safety,, vector control, community injury prevention, healthy homes and institutional health. Conducts environmental health surveys of facilities including schools, head starts, day care centers, gaming facilities, health care, recreational facilities, industrial operations and drug rehabilitation facilities on assigned reservations. Written reports with recommendations are completed. Builds tribal capacity to manage environmental health hazards with the development of environmental health and occupational safety policies, procedures, regulations, employee training programs and public education materials. The specialist serves as a technical consultant to tribal program managers and leaders by assisting them with environmental health hazard identification and mitigation. The specialist performs facility plan reviews of all facility types with the guidance of District and Area staff. The specialist performs epidemiological and infection control investigations to identify environmental factors with the potential for transmission of disease. The specialist serves as the Community Injury Prevention facilitator for assigned reservations by assisting assigned tribes in the development of an interdisciplinary and epidemiological approach to reduce injuries. The specialist collects statistical data on injuries on the reservations assigned. The specialist analyzes and provides data with associated recommendations to tribal and various ISH disciplines for action. The specialist establishes and maintains liaison with state, county and local health officials on mutual matters regarding environmental health and public health relating to the Indian people. The specialist assists assigned tribes in locating resources and writing grant proposals to secure external sources of funding for injury prevention/environmental health projects. The specialist assists in collecting and analyzing data used to evaluate the program and in completing the annual District Environmental Health and Injury Prevention Program Annual Report, Work Plan and other reporting documents for the Phoenix Area IHS. Administrative and routine reports are prepared to provide activity information to the District and Area Office. Performs other related duties as assigned.
GS-9:
Education: a master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a master's degree in an Environmental Health curriculum;
OR
Experience: Your resume must demonstrate at least one year of specialized experience at or equivalent to at least GS-7 grade level in the Federal service obtained in either the private or public sector
OR
a combination of graduate level education and specialized experience that meets 100% of the qualification requirements for this position.
GS-9 Specialized Experience Examples:
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, & abilities to perform successfully the duties of the position, & that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.
Combination of Graduate Education and Professional Experience: Combinations of successfully completed graduate level education & specialized experience may be used to meet total experience requirements. Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience. For example, an applicant with 6 months of appropriate experience equivalent to GS-7 (50 percent of the experience requirement for GS-9) & 27 semester hours of appropriate graduate education (50 percent of the education requirement for GS-9, in excess of that required for GS-7) would be qualified for a GS-9 position (assuming that there is no evidence that the attended college or university requires more than 18 semester hours as equivalent to a year of graduate study).
Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed 1 year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

(2) grade point average - applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 based on 4 years education, or on courses completed during the final 2 years of the curriculum or 3.5. higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; OR

Recent Graduate Program Eligibility:
To meet the program requirements, you must have obtained a qualifying degree to include an Associates, Bachelor's, Master's Professional or Doctorate degree from an qualifying educational institution, within the previous two years. Preference eligible veterans who were precluded from applying due to their military service obligation, begin their two year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed six years from the date on which the degree or certification was completed.

Individuals who will obtain a qualifying Associates, Bachelor's, Master's, Professional, Doctorate, Vocational or Technical degree or certificate from an qualifying educational institution within 90 days from the date of the close of this announcement may meet the program requirements. Pathways Participant Agreement: All Recent Graduates are required to sign the Pathways Program Participant Agreement which outlines program requirements and non-competitive conversion eligibility. Candidates must be able to obtain this credential within two years of accepting this position.

This position has promotion potential to the GS-9 grade level.
